RESOLUTION NO. 515 -76 <br />A RESOLUTION OF THE COMMON COUNCIL OF THE CITY <br />OF SCUTH BEND, INDIANA DEDICATING THE COMMON <br />COUNCIL'S FULL SUPPORT TO THE DEVELOPMENT AND <br />REVITALIZATION OF DOWNTOWN SOUTH BEND <br />WHEREAS, the Common Council of the City of South Bend <br />is dedicated to furthering the development of downtown South <br />Bend as a bustling, intriguing, heterogeneous, and economically <br />sound center that it should be; and <br />WHEREAS, the Council is dedicated to furthering the <br />development of an enhancing and energizing retail - trading and <br />decision - making center, and a place for Corporate headquarters; <br />and <br />WHEREAS, the Council is dedicated to the preservation <br />of the downtown area as the traditional place of prominence in <br />the commercial, 'economic, business, recreational, and social <br />areas; and <br />WHEREAS, the Council is dedicated to revitalizing <br />downtown South Bend by being alive and busy with people by night <br />as well as by day; and <br />WHEREAS, the Council is dedicated to make all efforts <br />to further the goals of rebuilding and revitalizing the downtown <br />area and stimulating the growth of its surrounding community, <br />NOW,THEREFORE, BE IT RESOLVED by the Common Council <br />of the City of South Bend: <br />SECTION I. That the Common Ccuncil fully supports <br />all efforts of the many community and governmental organizations <br />which are dedicating themselves to rebuilding and revitalizing <br />downtown South Bend. <br />SECTION II. That the Common Council firmly supports <br />in particular the efforts of South Bend 2000, Incorperated, to <br />rebuild the downtown area with a major enclosed retail shopping <br />mall as a part thereof. <br />SECTION III. That the Common Council further supports <br />all efforts and plans which create a fiscally sound generating <br />base in the downtown area with a sound and secure tax base. <br />SECTICN IV. That the Common Council further recog- <br />nizes that in order to nurture a sound and dynamic urban nucleus <br />it must continue to provide the best possible security and police <br />protection in the downtown area. <br />SECTION V. That the CcTn:cn Council firmly dedicates <br />itself to developing with other organizations, measures of devel- <br />oping accessible, convenient, and competitive parking for all <br />citizens and in particular the customers, business persons, and <br />visitors cf the downtown area. <br />
