RESOLUTION NO. -30 - 7 % <br />A RESOLUTION OF THE COMMON COUNCIL OF THE <br />CITY OF SOUTH BEND, INDIANA, C014MEMORATING AND <br />HONORING THE LATE DR. O.C. CARMICHAEL, JR. <br />WHEREAS, Dr. O.C. Carmichael, Jr.. was generous with <br />his time, talents, and resources to the South Bend Community; <br />and <br />WHEREAS, Dr. O.C. Carmichaelr Jr. was a recognized leader <br />in the field of education, having held the following posts: <br />Executive Director of Vanderbilt University Foundation; <br />President of Converse College, Spartanburg, South Carolina; <br />General Chairman of the Steering Committee on Higher Educa- <br />tion in North Central Indiana; Chairman of the Indiana Com- <br />mission on Higher Education; Member of the Board of Trustees <br />of Converse College, the University of Notre Dame, St. Mary's <br />College, Vanderbilt University and Chatham Hall; founding the <br />Citizens National Committee for Higher Education; and his many <br />activities with Indiana University; and <br />WHEREAS, Dr. O.C. Carmichael, Jr. was recognized for <br />his civic achievements as exemplified in the following endeav- <br />ors: Director of Junior Achievement, Inc; Trustee of the Indepen- <br />dent College Funds of America, Inc; Chairman of the Indiana Forum; <br />General Chairman of the Notre Dame SUMMA campaign; a member <br />of the Executive committee of the National Consumer Finance As- <br />sociation; a trustee of the National Foundation for Consumer Credit; <br />member of the Advisory Committee on Truth in Lending of the Feder- <br />al Reserve Board; participatory member of the United Way; United <br />Negro College Fund; the South Bend - Mishawaka Chamber of Commerce; <br />the St. Joseph County United Community Services; YMCA; member <br />of the U.S. Delegation to the United Nations; member of the Board <br />of Trustees of First Presbyterian Church; and <br />WHEREAS, Dr. O.C. Carmichael, Jr,'s contributions to the <br />business world are numerous. His business accomplishments in- <br />cluded the following: Director of Associates; Chairman of First <br />Bank and Trust Company; member of the Board of Directors of Gulf <br />and Western Industries; Inc; Chairman of the Board of Directors <br />of FBT Bancorp; member of the Board of Directors of W.R. Grove <br />Company, Inc; and was a member of many other boards of directors <br />of banks and firms; and <br />WHEREAS, Dr, O.C. Carmichael, Jr. was a most dedicated <br />political leader having contributed heavily in local, state and <br />national politics. His activities included: Chairman of the <br />Republican National Finance Committee in 1975; and G.O.P. National <br />Treasurer. <br />NOW, THEREFORE, BE IT RESOLVED by the Common Council of <br />the City of South Bend: <br />SECTION 1. That the Citizens of the City of South Bend, <br />through their Common Council recognize the many outstanding <br />achievements of the late Dr. O.C. Carmichael, Jr. in the educational, <br />civic, business, political and service realms of our community <br />and our nation. <br />SECTION 2. That the citizens of South Bend express their <br />
