I must stress that the attached resolution only authorizes the City to submit a CDBG application. The resolution does not, in any way, approve proposed activities, funding levels, or target areas. Recognizing your desire to have an adequate review and comment period, I have included Section II in the 1977 CDBG Resolution. Since it is our in- tention to continue the meetings, begun a month ago, concerning the 1977 Community Development Program, I believe that the officially recognized review period noted in Section II will be more than adequate. The final application will be submitted to the HUD Area Office on April 22, 1977. Prior to the submittal of the CDBG application the Community Development staff will present for your consideration copies of the final application. As we have done in the past, the Community Development staff will be available for a meeting(s) with the full Council or the Human Resources Committee of the Common Council.
