INTER -OFFICE MEMORANDUM
DEPARTMENT OF PUBLIC WORKS
DIVISION OF UTILITIES
TO: Members of the Board of Public Works
Eric Horvath, Director of Public Works
Michael Schmidt, Board of Public Works Attorney
FROM: Al Greek, Director of Utilities
Jacob M. Klosinski, Assistant City Engineer
SUBJECT: Agenda Request Form — Professional Services Agreement
Project no. 117-027 Farmington 14A Lift Station Rehabilitation
DATE: March 20, 2017
The Division of Utilities is requesting the Board of Public Works' approval of a Professional Services
Agreement with DLZ Indiana, LLC to provide survey, geotechnical engineering, design engineering,
bidding, and right-of-way services for Project No. 117-027 Farmington 14A Lift Station Rehabilitation.
Background
As part of the City of South Bend Division of Utilities lift station rehabilitation and replacement
schedule, the Farmington 14A Lift Station is scheduled for rehabilitation this year. The Farmington
14A Lift Station is a Smith and Loveless vacuum assist style sanitary lift station with a doghouse
cover. This lift station receives mostly residential flow and it is located at the intersection of
Woodhurst Drive and Old Valley Loop. The lift station has a 96-inch diameter wet well and contains
two (2) five horsepower pumps that are each rated at 120 GPM. High levels of corrosion were
identified at this lift station, and the station does not have a flow meter or bypass pumping capabilities
at this time.
This rehabilitation effort will not include a new wet well, bypass pumping, or flow meter. Rather, the
existing station will be reconfigured to accommodate two (2) submersible pumps to match other lift
stations configurations in the collection system. Communication for this lift station will be via radio,
and the telemetry for the lift station will be standardized to the most recent electrical and controls
cabinetry that the City of South Bend has installed in recent years.
Permanent right-of-way or temporary right-of-way may be acquired for this project to accommodate
temporary bypass pumping equipment or for excavation and construction. The lift station is located
on a very small site within the public right-of-way. Vegetation, trees and landscaping are in close
vicinity to the existing lift station which will be impacted by excavation and rehabilitation efforts.
The Professional Services Agreement, attached, includes a not to exceed price of $87,040.00.
Itemized task lists are provided in the agreement.
The funding source for the project is Wastewater, Engineering Account (641-0630-793-31-02).
If there are any questions regarding the subject project, please contact Al Greek (Ext. 4210) or Jacob
M. Klosinski (Ext. 9496) at the Division of Utilities.
