HUNT, DEPUTY DIRECTOR, COMMUNITY DEVELOPMENT 9C49W <br />SUBJECT: SUBMITTAL OF EDA GRANT APPLICATIONS <br />DATE AUGUST 22, 1977 <br />219/284 -9335 <br />On November 12, 1976, the City of South Bend submitted a grant appli- <br />cation to the Economic Development Administration in the amount of $1,248,575. <br />This grant application, approved in Resolution form, on October 26, 1976, con- <br />sisted of two Construction Components: <br />(1) Component A was to be the reconstruction of a river <br />bank retaining wall; construction of a lighted, <br />landscaped pedestrian walkway; and, the construction <br />of a canoe portage facilities along the reconstructed <br />retaining wall. <br />(2) Component B was to be the demolition, reconstruction, <br />and widening of the Colfax Bridge. <br />Funding was denied because of the City's relatively low unemployment <br />rate and the relatively small number of unemployed. Under "Round II" funding, <br />we prepared a preapplication package which qualified the City for a funding <br />level of $528,000. To take advantage of this potential funding source, the <br />City resubmitted a modified grant application in the amount of $310,000, which <br />consisted of Component A above. To utilize the balance of the $528,000, the <br />City submitted a new grant application for the construction of a 370 space sur- <br />face parking lot to serve the Civic Center. Construction costs include land- <br />scaping, lighting, and service and access drives. <br />The Department of Human Resources and Economic Development intended <br />to submit a resolution to the Council authorizing submittal of the new grant <br />application. Under the original schedule, the resolution was to be presented <br />on August 29th, and the application was to be submitted to EDA on September 1, <br />1977. However, the deadline for submittal to EDA, was moved forward to August <br />19, 1977. This made it impossible to comply with the oridnance requiring <br />
