Hunt <br />Deputy Director <br />TO: THE SOUTH BEND COMMON COUNCIL <br />FROM: CARL ELLISON��'� <br />SUBJECT: INNOVATIVE GRANT PROPOSAL <br />DATE: JANUARY 18, 1978 <br />Attached hereto for your information and review is an abstract of <br />'PROJECT PROMOTE', an Innovative Grant proposal which we wish to <br />submit to the Department of Housing and Urban Development for fund- <br />ing. <br />219/284 -9335 <br />As you may already be aware of, Innovative Grants in general should <br />stimulate incentives for investment and reinvestment in urban neighborhoods. <br />While 'PROJECT PROMOTE' is designed to undertake this approach it is <br />also designed to facilitate private- and - public - sector involvement, <br />much like Project Rebate has done. <br />I hope you share my feeling of optimism regarding the workability and <br />utility of such a project in the City of South Bend and grant a <br />favorable recommendation to the proposal. <br />Thank you. <br />CE /br <br />CC: Mayor Peter J.
