Hunt Deputy Director TO: ROGER PARENT, PRESIDENT, COMMON COUNCIL FROM: CARL ELLISON, DIRECTOR, COMMUNITY PLANNING AND DEVELOPMENT (CPD) SUBJECT: RESOLUTION AUTHORIZING MAYOR TO SUBMIT 1978 CD APPLICATION DATE: FEBRUARY 22, 1978 On February 27, 1978, the Common Council will consider a Resolution authorizing the mayor to submit the City's 1978 CDBG Application to HUD on April 22, 1978. To aid you in the consideration of the above resolution, the CPD staff has prepared an executive summary of the proposed 1978 CD program for your review and comment. The summary contains some of the most important elements of the application: (1) a proposed C.D. program budget; (2) a capsule description of each identifiable project and activity; (3) a general statement of intent and purpose and; (4) an introduction to the neighborhood housing strategy with accompanying maps. A full application, including the Housing Assistance Plan (HAP), HAP methodology, goals and long term objectives, and other application elements will be available for Common Council Members on or about March 6, 1978. As required by CD regulations, the City will submit an application to the State A -95 Agency and Michiana Council of Government for review and comment on March 6, 1978.
