Members of the Common Council <br />Page 2 <br />March 8, 1978 <br />The Special Recreation Program is offered twice a year for ten weeks. <br />The target population is the 14 and 15 year old truants. A combination of in- <br />school counseling, cultural and recreational activities are offered. The object <br />is to change attitudes as they effect school performance. <br />The Campership Program is offered as an incentive and as a reward for <br />positive behavior observed in the Summer Fun Program. Youth are taken to Red <br />Bud Retreat for a week of camping experience. <br />Uniforms for camp participants also are used as an incentive for <br />positive behavior and attitudes. The uniform consists of one pair of tennis shoes, <br />one pair of socks, and one T -shirt with Red Bud Retreat and Youth Service Bureau <br />lettering. <br />As indicated above, a 25 percent match is required. The City of South <br />Bend is seeking to file a letter with the State certifying the availability of <br />funds in lieu of sending cash match. No additional funds for match will be <br />requested of the Council. <br />The initial application will go through a review process at the State <br />level. After the review, I will be negotiating with the State on the proposed <br />unit rates. On the basis of the negotiations a contractual agreement will be <br />drawn up. The contract should be ready for approval by the end of May. The <br />contract period is July, 1978 through June, 1979. <br />I hope this information is sufficient for a clear understanding of our <br />application. <br />jmr <br />
