e. Pedestrian Circulation <br />Pedestrian circulation to Area C will be principally from the <br />parking structures located within the area as well as from the <br />service commercial developments in Areas A and G. A substantial <br />amount of pedestrian circulation is also anticipated from <br />adjacent Area D, the community cultural center. Pedestrian <br />circulation within the area will be principally along the <br />Michigan Street right -of -way which will become a pedestrian <br />mall or open space and provide direct pedestrian access to <br />all the existing and new developments surrounding the mall. <br />Pedestrian access to Area G to the south will be by a pedestrian <br />bridge or walkway to be developed over Wayne Street. Pedestrian <br />circulation from the cultural center to the east of Area C will <br />be principally by an elevated bridge or walkway across St. <br />Joseph Street at a location approximately midway between Wash- <br />ington Street and Jefferson Boulevard. <br />f. Vehicular Access and Service <br />Vehicular access and service to and from this area will be <br />available from a number of streets. The north south streets <br />providing access and service to the area are Main Street, carry- <br />ing one way southbound traffic and St. Joseph Street, carry- <br />ing one way northbound traffic. East to west circulation <br />movements will be provided by Wayne Street carrying one way <br />westbound traffic and Colfax Avenue at the north of the area, <br />carrying two way traffic movement both east and west bound. <br />In addition to the normal access and service provided by the <br />boundary streets the existing north south alleys within the <br />area will be widened to 40 feet to provide for direct service <br />to the rear of all developments in this area. <br />AREA D (West Colfax Avenue, St. Joseph Street, Jefferson -Wayne Street, <br />and the St. Joseph River) <br />a. Basic Objective - Land Use <br />Area D is to be devoted to the development of a cultural center <br />to serve the community. It is anticipated that the cultural <br />complex will include such developments as an art center, an <br />historic museum, a small theatre outdoor amphitheater and <br />similar type cultural facilities and supporting services. <br />The land within the area will be suitably landscaped and <br />treated to provide for an attractive setting for the cultural <br />development. <br />b. Physical Organization <br />The physical organization of the area will be such as to take <br />maximum advantage of the island, the dam, the mill race, and <br />the unique topography of the site. <br />- 2 - <br />
