December 20, 1961 <br />A special meeting.of the Board of Public Safety was held on Wednesday, <br />December 20, 1961 at 10:45 A.M. Messrs Andrysiak and Davies were present. <br />Also present were Police Chief Dutrieux, Capt. Orson Harmon, Traffic <br />Engineer Hazinski. <br />Mr. Andrysiak informed the Board of a meeting that was held on Tuesday, <br />December 190 1961 at 7:30 P.M. CST in the Council Chambers to discuss <br />the problem of ice skating on the McKinley Lagoon. Twenty-two residents <br />of the McKinley area were present. Copy of names and addresses were <br />submitted to the Board and ordered placed on file. <br />A report by Traffic Engineer Clem Hazinski was presented to the Board and <br />read by the Board and discussed. The Report submitted by Mr. Hazinski <br />follows: <br />December 209 1961 <br />Board of Public -Works & Safety <br />South Bend, -Indiana- <br />Gentlemen: <br />At the regular meeting of the Board of Public Works & Safety on <br />Monday, December 18, 1961, this department was directed to call a <br />meeting of persons residing adjacent to and in the vicinity of the <br />McKinley Pond. Invitations were sent to these persons and twenty- <br />two were present on Tuesday, December 19, 1961 at 7:30 P.M. in the <br />City Hall Council Chambers. <br />Mr. Ray Andrysiak, City Engineer, and 1 explained the City•s stand <br />reference prohibition of swimming, fishing and skating on the pond <br />and the reason for this action. <br />The residents felt that since they have used this pond for eight <br />years with no accidents to skaters that they should be allowed to <br />continue to do so. <br />The following courses of action were suggested by the group to be <br />presented to you for your consideration: <br />1. That red flags be used to indicate that the ice is unsafe for <br />skating. (This is done in Fort Wayne, Indiana.) <br />2. The parents organize and appoint a monitor or guardian to Oe <br />present and supervise the skating if safe. Also, the parents would <br />keep all children off when unsafe. <br />3. The area where the water is deepest at the south end of the pond <br />to be roped off and buoys installed. 0Mrs. Maynard Wilson, 727 Hickory <br />Road volunteered to do this.) <br />4. An association be formed by the residents and a purchase of the <br />pond be made by residents with clauses in the document providing for <br />certain rights and usage by the city. <br />The group requested that the signs either be removed or changed upon. <br />action by theBoard of Public Works and Safety. Also, requests were <br />made to install some type of barrier at the water edge of each concrete <br />ramp. This would prevent persons from slipping off the algae coated <br />surface into the water. <br />Although a note of belligerency was detected at the opening of the <br />meeting the gaup left with an amicable attitude. They were informed <br />that notification would be made of the decision of the Board of <br />
