SA <br />December 4, 1961 <br />Gentlemen: <br />d <br />Chief J. Charles Dutrieux has informed me that he desires to terminate <br />his employment in the South Bend Police_Department,.,,-ffective January <br />1, 1962. It is with a great deal of regret to me that we are losing <br />the services of Chief Dutrieux. I feel that he has served the City <br />in an examplary manner. We in the City of South"Bend will miss him. <br />I wish him well in his new endeavor whatever it will be. <br />Chief Dutrieux had.'recently communicated to me his desire to leave <br />the Department. I have made a very through study with the aid of <br />Chief Dutrieux as to possible applicants to fill the position of <br />Police Chief. <br />I would like to recommend to the Board of Public Works and Safety that <br />Captain Orson E. Harman be appointed the Chief of the South Bend <br />Police Department, effective the 1st of January, 1962. <br />In line with this change, I desire to recommend to the Board that <br />Lieutenant Cornelius Nicholas, the head of the Traffic Department, <br />be promoted to Captain on the 1st of January, 1962; that Sergeant <br />Chester J. Kolber be promoted to the rank of Lieutenant, effective <br />January 1, 1962; that Corporal Robert Miller be promoted to the rank <br />of Sergeant, effective January 1, 1962; and that Patrolman Don <br />Cornelis be promoted to the rank of Corporal, effective January 1, 1962. <br />Yours very truly, <br />(S) Frank J. Bruggner, Mayor <br />The Board, with regret, accepted the resignation of Chief Dutrieux, <br />effective January 1, 1962. In accordance with Chief Dutrieux"s request, <br />he will go on vacation until February 6, 1962 which marks the end of his <br />terminal leave. <br />Following the recommendation of the Mayor, the Board unanimously approved <br />the following promotions: <br />Captain Orson Harman was promoted to the office of Chief of Police, effective <br />January 1, 1962. <br />Lieutenant Cornelius Nicholas was promoted to rank of Captain in charge of <br />Traffic Division, effective January 1, 1962. <br />Sergeant Chester Kolber was promoted to rank of Lieutenant and will assume <br />command of the Task Force, effective January 1, 1962. <br />Corporal Robert Miller was promoted to rank of Sergeant and will remain in <br />present assignment, effective January 1, 1962. <br />Patrolman Donald Cornelis was promoted to rank of Corporal and will remain in <br />his present assignment, effective January 1, 1962. <br />Promotions are effective in an Acting capacity on January 1, 1962 and <br />paygrade will be affected on February 6, 1962. <br />There being no further business to come before the Board, the meeting was <br />adjourned at 11:00 A.M. <br />AtMst: Anthony] J/ Sabo, Clerk <br />
