1 <br />1 <br />September 19 1961 <br />A special meeting of the Board of Public Safety was held at 1:30 P.M. DST on <br />Friday, September lk 1961 in the office of the Chief of Police for the purpose <br />of hearing Officers Matthew Puecker and Ralph W. Mullins answer to charges <br />filed by the Board to violations 8, 9 and 12 of the Rules and Regulations <br />of the Police Department of South Bend. <br />All Board members were present. Also present were Officer Matthew Puecker and <br />his attorney, Joseph Etth, Officer Ralph W, Mullins, and the following witnesses: <br />Officers Kenneth McDonald, William Adelsberger, James McMahon, Robert Bulls, <br />Russell Ryker. <br />Submitted to the Board were statements from the following officers: Officers <br />Russell Ryker, Kenneth McDonald, Robert Bulla, James McMahon, Sgt. Pasalich, <br />William Adelsberger. <br />Also submitted were reports of Officers Matthew Puecker and Ralph W. Mullins, <br />submitted by Inspector R. L. Hunt. Said reports were read aloud by Board <br />Chairman Irving J. Smith and made part of the record. <br />After hearing all witnesses and all interested parties who wished to be heard, <br />and the Board, having examined the violations reports submitted and, further <br />hearing all evidence of the various officers, the Board feels that both <br />officers acted badly and in a manner unbecoming to their position as Police <br />Officers and finds them guilty of violations 81 9 and 12 of the Rules and <br />Vi&latons of the Police Department of South Bend. <br />The Board further rules that Officers Puecker and Mullins will serve one-half <br />month without pay. Officers have been off duty but will be reinstated for the <br />next pay period1but will receive no compensation and will make payments into <br />the Police Pension Fund and Insurance. Said reinstatement will be effective <br />today. <br />The Board advised Officers Puecker and Mullins that, if they were not satisfied <br />with the rulins, they have the right to appeal to the Circuit Court of this <br />County. <br />Their being no further business to come before the Board, the meeting was <br />adjourned, at 3:00 P.M. <br />Attest: Antho .
