RESOLUTION NO. G q.?- 78 <br />A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF <br />SOUTH BEND SUPPORTING AND ENCOURAGING THE MAYOR <br />TO UNDERTAKE APPROPRIATE ACTIONS TO PROVIDE FOR THE <br />ORDERLY ECONOMIC DEVELOPMENT OF AN INNER -CITY AREA <br />OF THE CITY OF SOUTH BEND COMMONLY REFERRED TO AS <br />THE "MONROE- SAMPLE" AREA. <br />WHEREAS, the Common Council of the City of South Bend recognizes <br />the responsibility of the Mayor to provide leadership in promoting the <br />orderly economic growth and development of the community; and, <br />WHEREAS, the Common Council recognizes that the confluence of <br />physical deterioration and economic erosion in the Monroe - Sample area make <br />necessary immediate public sector action to stimulate the revitalization <br />of this area. <br />NOW, THEREFORE, BE IT RESOLVED by the Common Council of the <br />City of South Bend, Indiana that: <br />SECTION I. The Mayor is encouraged to engage in appropriate <br />planning and program development activities which will result in the achieve- <br />ment of the following general development objectives in the Monroe - Sample <br />area: <br />a. Mixed use area of compatible service - commercial and <br />light industrial uses. <br />b. Modified street system which facilitates both smooth <br />traffic movement and the massing of land necessary <br />to appropriate economic development. <br />SECTION II. Consistent with the general objectives noted at <br />Section I, the Mayor is encouraged to consider lower- income housing develop- <br />ment, heavy industrial uses, and similar uses to be inconsistent with <br />the development objectives of this area. <br />SECTION III.
