A portion of the study focused on on -street <br />parking durations and identified areas for improvement. The purpose of this memo is to <br />summarize these findings and to recommend improvements to on -street parking in the <br />Central Business District (CBD). ... _ <br />Background <br />Rich and Associates performed the <br />downtown parking study, which <br />divided the downtown area into three <br />sections: the East Bank, Ballpark, <br />and CBD zones. For each of these <br />areas, the current and future parking <br />supply and demand were analyzed. <br />The bulk of on -street spaces in the <br />East Bank and Ballpark zones have <br />no time limits which is acceptable <br />given the demand in these areas. <br />However, within the CBD (Figure 1) <br />there are a variety of marked time <br />limits, some of which are not <br />necessarily ideal for this location. <br />fov x...wunow <br />tl�Mn.� p <br />u,..s <br />CBD Parking Duration Findings Figure l Area of study -South Bend's CBD <br />There are approximately 858 on -street parking spaces within the CBD. The majority of <br />the spaces are designated with either a one -hour or two-hour time limit (Figure 2 left). A <br />two hour limit is generally preferable for on -street parking because it allows visitors to <br />complete their trips while also encouraging turnover. Survey results from the study <br />indicate that most downtown visitors spend just under three hours downtown during an <br />average visit, while only about 16% report an average stay of one hour. The utilization <br />analysis performed by Rich and Associates on June 4, 2015 found that only 39% of one - <br />hour spaces were occupied during the peak hour while 50% of all spaces were occupied. <br />The majority of well -utilized one -hour parking was situated around block 33 (the location <br />of the county -city building). <br />We deliver services that empower everyone to thriveff <br />
