IM.E. Simpson Co., Inc. I Large Water Meter Test and Repair Program Page 9 <br />I I ♦ Meters found to be stopped, broken, or inaccurate will be calibrated by M.E. Simpson Co., Inc. <br />! I and calibrated back to AWWA standards. <br />♦ Major parts such as chambers, turbine assemblies, check valves, and registers are extra. <br />♦ M.E. Simpson Co. Inc. will work with the Utility and the water customers for all test scheduling <br />and two (2) man teams will be used to perform the work. <br />1lThere is no extra charge for off -hour or weekend appointments. <br />♦ Utility personnel are not required to assist our technicians except <br />i where there are issues with gaining entry due to security or other <br />concerns. However, having utility staff familiar with the particular <br />meter setting available would be helpful for water customers <br />f7 accustomed to seeing particular utility personnel. <br />I ♦ All compound meters are tested at six flows rates, concentrating on <br />I the changeover rate which is the most critical flow rate in a <br />compound water meter. (AWWA states three tests, the changeover <br />rate being one of them. *Reference AWWA M6 Manual, 4th edition <br />— Chapter 5.). <br />♦ All meters are tested and calibrated, as required, in place and all <br />calibration workmanship is covered by a 12-month warranty. Parts <br />that break as a result of debris from a water main break or failure of <br />the meter as a result of the same or other debris caught in the <br />meter will not be covered. <br />A program's success can be enhanced by reviewing all available data <br />regarding any previous large meter testing and calibration program. The <br />following will need to be gathered: A listing of large metered accounts and <br />past consumption records and meter reading books, field cards, notes, computer copies of the large <br />meter database, and billing data, if available. In addition, other records (such as amounts pumped into <br />the system) may need to be reviewed. The field testing of large meters and meter calibrations, along <br />with the records reviewed, shall yield updated adjusted consumption records of the Utility's large <br />meters, as well as supplying valuable information regarding the general condition of the water meter <br />revenue generating system. <br />An organized field approach to this Meter Testing and Calibration project will include: <br />I ♦ Introduce and maintain an interactive role with the Utility Staff for the Meter Testing Program. <br />Conduct short staff interviews about selected meter locations, such as changes in building <br />occupancy, meter age, meter reading systems, et al. This will allow for a better understanding of <br />j Q how large meters are functioning, allowing priorities for particular segments of the work to be <br />! set. <br />l� ♦ Divide distribution system into geographic areas where meters are located to facilitate orderly <br />I testing. This would include scheduling and maintaining proper field staff to insure completion of <br />the meter testing program on schedule and within budget. <br />II <br />
