1 <br />The time now being after 10:00 A.M. it was so announced and the bids for the Civil <br />Defense Department were opened and read aloud. Proofs of publication in the South <br />Bend Tribune with an affidavit signed by C. G. Livengood and in the Record with an <br />affidavit signed by W. DeCanio were submitted to the Board and found sufficient. <br />The single bid received reads as follows: <br />FREEMAN SPICER COMPANY A non -collusion affidavit and a <br />• 520 S.
