PARENT, PRESIDENT, COMMON COUNCIL FROM: CARL ELLISON, DIRECTOR, COMMUNITY DEVELOPMENT PROGRAM SUBJECT: RESOLUTION AUTHORIZING MAYOR TO SUBMIT A CDBG APPLICATION DATE: JANUARY 9, 1979 On January 22, 1979, the Common Council will consider the attached Resolution which would authorize the Mayor to submit the City's 1979 CDBG Application to the Indianapolis Area Office of the Department of Housing and Urban Development. To aid Council Members in their consideration of the Resolution, the CD staff has prepared an executive summary of the proposed 1979 -1981 CD Program. The executive summary is included for your review and comment. The "summary" contains some of the most important elements of the application including: (1) a general statement of purpose and intent; (2) an overview of significant CDBG requirements; (3) the City's proposed Housing Assistance Plan 1979 -1981 (summary); (4) the proposed general budget for the 1979 -1981 CD Program; and (5) capsule descriptions of the proposed activities and projects. A full application will be available for Common Council Members on or about March 16, 1979. If the Resolution is approved the City will submit the final application to the HUD Area Office on April 20, 1979.
