NEMETH, Mayor <br />COUNTY -CITY BUILDING SOUTH BEND, INDIANA 46601 <br />April 19, 1979 <br />Common Council <br />County -City Building <br />South Bend, Indiana 46601 <br />Dear Council Members: <br />AREA 219 284 - 9261 <br />Please be advised that I am vetoing Resolution <br />No. 695 -79 which calls for a moratorium on the construc- <br />tion of new Section 8 housing projects for the following <br />reasons: <br />1. The resolution is irresponsible in that <br />it adversely affects the city's ability <br />to provide needed family housing. <br />2. HUD has advised us that additional <br />Section 8 projects for the elderly will <br />not be approved until progress is shown <br />in providing assisted family housing. <br />3. Consistent public policy demands that <br />the city encourage the production of <br />decent and affordable housing for all <br />of its citizens, including its poor. <br />4. The Section 8 program offers the <br />community additional economic growth <br />through the infusion of private develop- <br />ment dollars in the community.
