That the above - described portions of South <br />Bend, Indiana, southeast of the corner of Sample Street <br />and High Street, are declared blighted areas constituting <br />a menace to the social and economic interest of the City <br />of South Bend, Indiana, and its inhabitants. <br />2. That it will be of public utility and benefit <br />to encourage redevelopment of the areas through the <br />provisions of I.C. 56 -1.1- 12.1 -1 through I.C. 56 -1.1- 12.1 -6, <br />inclusive. <br />3.
