Upon the approval and execution by the Commission <br />of an agreement containing substantially the same terms and condi- <br />tions as Exhibit A attached hereto, the Mayor is authorized and <br />directed to execute the Agreement in the form attached hereto as <br />Exhibit A, and such Agreement as attached hereto is hereby in all <br />respects approved. <br />SECTION 4.
