It should be noted this is a contractual item in our <br />1979 Application which was previously approved by the Council. <br />The "Profiles of Change" is an urban statistical package which includes <br />population, housing stock, household, social, and economic data for the City <br />of South Bend. The data is collected and tabulated on a census tract and city- <br />wide basis. The various counts reflect both a "census- type" measurement and <br />a percentage of change measurement. <br />The "Polk Data" has been a valuable planning tool and document not only for <br />the preparation of the Community Development application and plan, but also for <br />general planning and grantsmanship activities conducted by the Division of Community <br />Development. <br />Our almost daily utilization of the "Profiles of Change" falls into several <br />categories: <br />1) Preparation of grant applications such as the UDAG, Urban Homesteading, <br />and EDA -Local Public Works Grants. As the President's "urban policy" <br />evolves into programs, we believe our grant application activity will <br />increase, and "Polk Data" will be an important statistical resource <br />in the City's grant application process; <br />2) Preparation of more defined and specific planning documents such as the <br />"neighborhood planning profiles," commercial revitalization plans, <br />capital improvement program, etc.; <br />3) Preparation of the annual and three year CDBG plan and application. <br />With growing emphasis on monitoring, compliance, and performance, the <br />"R. L. Polk Data" will assume more importance in both the development <br />of the grant application and plan and in HUD's evaluation of proposed <br />plans and activities, and; <br />
