St. Joseph County Housing Consortium <br />being neglected for financial reasons. This housing need affects 15 Black Non-Hispanic <br />individuals in Mishawaka. <br />It should be noted that at this point in time there are relatively few racial-ethnic owned <br />dwellings in the City of Mishawaka, and this skews the data towards more rental-based <br />problems within those groups. <br />St. Joseph County <br />..[Insert housing needs narrative and table.] <br />Priority Housing Needs (91.215 (b)) <br />1. Identify the priority housing needs and activities in accordance with the <br />categories specified in the Housing Needs Table (formerly Table 2A). These <br />categories correspond with special tabulations of U.S. census data provided by <br />HUD for the preparation of the Consolidated Plan. <br />2. Provide an analysis of how the characteristics of the housing market and the <br />severity of housing problems and needs of each category of residents provided <br />the basis for determining the relative priority of each priority housing need <br />category. <br />Note: Family and income types may be grouped in the case of closely related <br />categories of residents where the analysis would apply to more than one family <br />or income type. <br />3. Describe the basis for assigning the priority given to each category of priority <br />needs. <br />4. Identify any obstacles to meeting underserved needs. <br />South Bend <br />Homeownership: HIGH PRIORITY <br />Homeownership Assistance: CDBG and HOME funds will support closing cost/downpayment <br />assistance and mortgage subsidies to families and individuals at 50-80% of median <br />household income. The 80/20 program of the Community Homebuyer's Corporation (CHC); <br />the Housing Development Corporation's (HDC) downpayment assistance program REWARD; <br />and the CDC`s programs offering mortgage subsidies. <br />Acquisition/Rehab: CDBG Acquisition and rehabilitation of properties for resale to <br />households below 80% of median household income. This activity in the targeted <br />neighborhoods of the Near Westside, Near Northwest and Northeast neighborhoods is <br />conducted by the community development corporations working in these areas. NSP <br />funding will support acquisition/rehab of foreclosed and abandoned properties located in the <br />Near Westside and Near Northwest for individuals and families up to iZ0% of median <br />household income. <br />New Construction: Homeownership assistance through CDBG/HOME mortgage subsidies and <br />newly constructed homes funded with NSP dollars in the Near Westside and Near Northwest <br />2010-2014 Housing and Community Development Plan 30 <br />
