St. Joseph County Housing Consortium <br />Memorial Hospital and Health System operates the St. Joseph County Women, Infants and <br />Children Program, which provides lead tests for 2-year-old enrollees. <br />Activities to Strengthen the Response to the Problem <br />The Federal, State, and County goal of eliminating lead poisoning of children by 2010 will <br />not be met in St. Joseph County or any other sizable community in the nation with an aging <br />housing stock. However, continuing to enhance the response to the issue will help ensure <br />this goal is met at the earliest possible date. Some local actions to be considered that could <br />protect children and prevent housing stock from deteriorating to the point where homes are <br />abandoned include the following: <br />• Establishing a landlord registry so the owner of a property can be located when a <br />child is poisoned by deteriorated lead paint and so the property owner can eliminate <br />the hazard within the State and Federal mandated 60 days. <br />• Establishing a local continuing source of revenue for assisting homeowners with <br />elimination of lead hazards through a system of grants and low interest loans. <br />• Strengthening enforcement of lead poisoning prevention through a local ordinance as <br />has been done in other communities. <br />2010-2014 Housing and Community Development Plan 27 <br />
