St. Joseph County Housing Consortium <br />area as part of its neighborhood organizing activities. <br />Other nonprofit organizations have a citywide scope and offer a variety of services to <br />residents of South Bend. For example, following are some of the organizations offering <br />services to residents in both South Bend and Mishawaka: <br />• Habitat for Humanity of St. Joseph County: Provides credit and homeownership <br />~~ counseling as part of their house builds for clients. <br />• La Casa de Amistad: Provides various services including food pantry, community <br />outreach, and education programs. <br />• Youth Service Bureau of St. Joseph County: Works primarily with adolescents in <br />crisis. Also offers counseling and support programs for young parents; and provides <br />services at its Runaway Shelter for homeless teens. <br />• Young Women's Christian Association (YWCA): Provides shelter and counseling to <br />help women achieve self-sufficiency; offer outreach and case management services <br />to women, as well as group sessions for women escaping abusive relationships. <br />Community Development Block Grant -City of Mishawaka <br />The City of Mishawaka administers its Community Development Block Grant entitlement and <br />HOME funded programs through its combined Department of Planning and Community <br />Development. In past years the Department has focused its funding on rehabilitation of <br />owner-occupied homes. Recently, however, the Department has developed and divested its <br />funds into multi-faceted neighborhood revitalization strategies by 1) strengthening the <br />community's neighborhoods through expanding affordable home-ownership opportunities <br />for low and moderate income first-time homebuyers; 2) developing housing for elderly <br />citizens; 3) upgrading neighborhood infrastructure; 4) removing blighting structures; and 5) <br />targeted neighborhood code enforcement and substandard housing inspection. <br />In addition, the City of Mishawaka funds nonprofit agencies to provide social services to the <br />City's neighborhoods. Working with the City of Mishawaka and funded in part by the City's <br />CDBG entitlement, these agencies have strategically targeted their service centers in <br />neighborhoods of documented need that are accessible to residents in other neighborhoods <br />throughout the community as well. Programs that are provided by these agencies include a <br />variety of social services including: after school programming; family counseling; classes in <br />parenting skills; literacy programs; food distribution; and other advocacy services. <br />Examples of agencies that the City of Mishawaka has or is currently funding include: <br />• Boys & Girls Club -After School program <br />• YMCA -Before and After School program (BASE) <br />• Family & Children's Center -Family Counseling program <br />• Real Services -Adult Guardianship Program and the Elderly Crime Victims Program <br />• Food Bank of Northern Indiana -Satellite food distribution program <br />• Stone Soup Community- Counseling and Resource program <br />• Home Management Resources -Homeownership Counseling <br />Emergency Shelter Grant <br />The Emergency Shelter Grant (ESG) supports homeless shelter operations, essential <br />services, homeless prevention, and shelter renovation. The City of South Bend has <br />traditionally funded four homeless providers, which are the Center for the Homeless, YWCA <br />Women's Crisis Shelter, Youth Services Bureau's Runaway Shelter, and AIDS <br />Ministries/AIDS Assist's St. Juste House. The department is using ESG dollars to maximize <br />the number of homeless clients who will be served and also the widest scope of homeless <br />people.
