St. Joseph County Housing Consortium <br />Managing the Process (91.200 (b)) <br />i. Lead Agency. Identify the lead agency or entity for overseeing the <br />development of the plan and the major public and private agencies responsible <br />for administering programs covered by the consolidated plan. <br />2. Identify the significant aspects of the process by which the plan was <br />developed, and the agencies, groups, organizations, and others who <br />participated in the process. <br />3. Describe the jurisdiction's consultations with housing, social service agencies, <br />and other entities, including those focusing on services to children, elderly <br />persons, persons with disabilities, persons with HIV/AIDS and their families, <br />and homeless persons. <br />*Note: HOPWA grantees must consult broadly to develop ametropolitan-wide <br />strategy and other jurisdictions must assist in the preparation of the HOPWA <br />submission. <br />This Housing and Community Development (HCD) Plan was developed by the St. Joseph <br />County Housing Consortium. The St. Joseph County Housing Consortium was established <br />by an Inter-local agreement in 1991 and is comprised of three jurisdictions: the City of <br />South Bend, the City of Mishawaka, and St. Joseph County, with South Bend acting as the <br />lead jurisdiction. The City of South Bend, the City of Mishawaka, and St. Joseph County <br />recognize that affordable housing, homeless assistance and supportive service needs extend <br />beyond jurisdictional boundaries. <br />The following organizations support current consolidated planning efforts and have <br />significant roles in administering programs covered by this plan: <br />City of South Bend -Department of Community and Economic Development <br />The former Building Commissioner of South Bend and St. Joseph County and the Director of <br />Communications and Special Projects serve as South Bend's representatives on the <br />Consortium Board. The Department of Community and Economic Development provides <br />staff support to the Consortium and serves as the lead agency for the HCD Plan. The <br />Department's Division of Community Development is responsible for the preparation, <br />coordination, submittal and revision of the HCD Plan, Annual Action Plans, and <br />amendments. The City of South Bend is an entitlement community, meaning it receives <br />Community Development Block Grant (CDBG) funds every year -- they are "entitled" to it -- <br />based on a complex formula developed by HUD using age of housing, extent of poverty, size <br />of population, etc. The City of South Bend also receives Emergency Shelter Grant (ESG), <br />Neighborhood Stabilization Program (NSP), and Homelessness Prevention and Rapid Re- <br />Housing Program (HPRP) funds based on a similar formula. <br />City of Mishawaka -Department of Planning & Community Development <br />The Mayor and the Community Development Director serve as the Mishawaka <br />representatives on the Consortium Board. The Department assists in the preparation of the <br />HCD Plan and Annual Action Plans.
