In the future, the Committee will take a closer look at other text
amendments in Chapter 21 in order to promote density in the Central Business District. The
Committee also intends to attend training in January 2017 which will educate the Council on the
statutory guidelines we are bound to as it relates to various land use decisions.
Most importantly, as the City of South Bend experiences new growth and development, especially
within the CBD, it is imperative that this Committee works collaboratively and proactively with the
Administration, the Area Plan Commission and other quasi-judicial bodies to review and update the
City of South Bend's Comprehensive Plan & PUD ordinance — ensuring that growth and
development are not impeded by an out of date planning ordinance but rather incentivized and
informed through sound policy.
The Zoning and Annexation Committee brochure which is available from the Council's website and
from the Office of the City Clerk continues to be helpful to the public at large on matters which come
before the Committee. I recommend that it be updated again in 2017 to reflect the duties and
statutory requirements set before the Committee.
The sheer number of rezoning and special exception requests indicates that there is growing interest
and activity in the City of South Bend. Sound planning policies are critical to moving our city
Thank you.
Cfci)'Mkrlber Oliver J. DavlChairperson
Zoning & Annexation Committee South Bend Common Council
227 W.
