Nawrot, P.E., PLS, Assistant City Engineer <br />FROM: Tara Weigand, Engineer I <br />SUBJECT: Lafayette Blvd. & Wayne St. Intersection Multi -Way Stop Warrant <br />Analysis Summary <br />DATE: January 3, 2017 <br />Purpose <br />During the two-way conversion of downtown South Bend, which included the conversion <br />of Lafayette Boulevard, a temporary all -way stop was placed at the intersection of <br />Lafayette Boulevard and Wayne Street to accommodate traffic volume displaced by <br />closures at Michigan and Main Streets and to address an increase in stop -correctable <br />collisions. The Engineering Division has received requests to make the all -way stop <br />permanent. This memo summarizes the warrant analysis conducted to assess the need <br />for a permanent all -way stop at this intersection and the proposed recommendation. <br />Location & Background <br />Lafayette Boulevard is a major collector that <br />extends from Riverside Drive south to Indiana <br />Avenue. At its intersection with Wayne Street it <br />has one travel lane per direction with a center <br />two way left turn lane. Wayne Street from Main <br />Street west to Chapin Street is a local road. At its <br />intersection with Lafayette Boulevard it is a three <br />lane road. Lafayette Boulevard and Wayne <br />Street both have sidewalks on each side of the <br />street and parking is allowed on both sides of <br />both streets. <br />Warrant Requirements <br />The Manual on Uniform Traffic Control Devices <br />sets forth the following requirements to warrant <br />the installation of multi -way stop control: <br />Figure 1 Lafayette Blvd. & Wayne St. intersection <br />The following criteria should be considered in the engineering study for a multi -way STOP sign <br />installation: <br />A. Where traffic control signals are justified, the multi -way stop is an interim measure that can be <br />traffic control signal. <br />B. Five or more reported crashes in a 12-month period that are susceptible to correction by a multi - <br />way stop installation. Such crashes include right -turn and left -turn collisions as well as right- <br />angle collisions. <br />We deliver services that empower everyone to thrive!! <br />
