Nawrot, P.E., PLS, Assistant City Engineer FROM: Tara Weigand, Engineer I SUBJECT: Lafayette Blvd. & Wayne St. Intersection Multi -Way Stop Warrant Analysis Summary DATE: January 3, 2017 Purpose During the two-way conversion of downtown South Bend, which included the conversion of Lafayette Boulevard, a temporary all -way stop was placed at the intersection of Lafayette Boulevard and Wayne Street to accommodate traffic volume displaced by closures at Michigan and Main Streets and to address an increase in stop -correctable collisions. The Engineering Division has received requests to make the all -way stop permanent. This memo summarizes the warrant analysis conducted to assess the need for a permanent all -way stop at this intersection and the proposed recommendation. Location & Background Lafayette Boulevard is a major collector that extends from Riverside Drive south to Indiana Avenue. At its intersection with Wayne Street it has one travel lane per direction with a center two way left turn lane. Wayne Street from Main Street west to Chapin Street is a local road. At its intersection with Lafayette Boulevard it is a three lane road. Lafayette Boulevard and Wayne Street both have sidewalks on each side of the street and parking is allowed on both sides of both streets. Warrant Requirements The Manual on Uniform Traffic Control Devices sets forth the following requirements to warrant the installation of multi -way stop control: Figure 1 Lafayette Blvd. & Wayne St. intersection The following criteria should be considered in the engineering study for a multi -way STOP sign installation: A. Where traffic control signals are justified, the multi -way stop is an interim measure that can be traffic control signal. B. Five or more reported crashes in a 12-month period that are susceptible to correction by a multi - way stop installation.
