November 7, 1966 <br />A special meeting of the Board of Public works and Safety.was held in the <br />conference room at 1:30 to rule in the case against Lorenzo Hill. :All members <br />were present. <br />The Board of Public Works and Safety of the City of South Bend comes to order for <br />a special meeting pursuant to the matter for the purpose of determining the charges <br />filed with the Board against Officer Lorenzo Hill, and the Board examines the <br />motion to dismiss charges filed by his Attorney Patrick Brennan and finds as to <br />count 1B, said motion is taken, in that count 1B is evidentiary in nature and <br />does not plead a separate offense. Said motion is denied by the Board as to <br />count lA and Count 2. <br />Attorney Brennan also files with the Board on behalf of Lorenzo. Hill a petition <br />signed by numerous residents of the City of South Bend, recommending him to the <br />Board as a person of good repute. <br />Mr. James A. Bickel made the motion and it was seconded by Mr. Lloyd Taylor that <br />Officer Lorenzo Hill be found guiltyof charges Count lA and Count 2. <br />Mr. Robert DuComb, Board Chairman, stated that Officer Hill's ability to be a police <br />officer had been seriously impaired. The Board was reluctant to take the action <br />they had, but they must think of the conduct of the members of the police depart- <br />ment. They must be better than the average person. Under the circumstances, <br />there was no choice but to recommend his dismissal. <br />Mr. Theodore Noell stated that there is little question that Officer Hill's c <br />credibility now can be easily attached in court cases and that his usefulness <br />to the police department h as diminished. <br />DECISION TO DISMISS FROM THE DEPARTMENT <br />It is now the unanimous decision of the Board with motion duly passed that Officer <br />Hill be dismissed from the South Bend Police Department due to charges brought <br />against him in the evidence charged, and that he-- forfeit'all pay allowances <br />and pension rights from the date of September 16, 1966. <br />After -the ruling of the case, Mr. DuComb asked Mr. Hill if he had anything to <br />say. He said he would like his job back. <br />Attorney Brennan stated that he would consult with his client as to whether to <br />appeal the case.
