9/2/69 <br />BUILDING DEPARTMENT - SUB -STANDARDS DIVISION <br />J. W. Adamson, Sub-Standards°Director, appeared before the Board andit helfo fow- <br />ing.matters were taken up: <br />412 E. Ohio Street: Attorney Charles Hahn appeared before the Board on behalf of <br />John and Amy Ludlow, Nr, Hahn stated the property was sold by the Ludlows on <br />a land contract, the payments are up to date, and the owners were not aware <br />of the condition of the house. Mr. Adamson stated the renter has complained of <br />the condition of the house, and that it has been posted as unfit for human <br />habitation within the last 10 days; and that it has been under surveillance of <br />the Sub -Standards Department since 1963. Mr. Hahn stated the tenants have <br />promised to move but have not to date. Upon motion made, seconded and <br />unanimously carried, the matter was referred to the Building Commissioner for <br />appropriate action. <br />740 N. Frances Street. Charles Hahn appeared before the Board as,requested. <br />Mr. Hahn stated he has a mortgage on the property and is trying to set it. <br />Mr. Adamson stated the south side of the building is open and the property <br />needs cleaning up. Mr. Hahn stated he would do this and that he hopes to <br />complete the sale within one or two weeks. Upon motion made, seconded and <br />unanimously carried, the matter was continued two weeks. Mr. Adamson was <br />directed to notify the purchaser to appear before the Board. <br />739 South Bend Avenue. Land contract buyer Dr. Smith appeared before the Board. <br />Charles Hahn also appeared before the Board in reference to the property. <br />Mr. Hahn reported Dr. Smith had mistakenly understood that if the property <br />were demolished by the City, it would be at the City's expense. Dr. Smith <br />stated he now understands the cost of demolishing the structure by the City <br />of South Bend would be a lien against the property. Bids have been received <br />for the demolition of this property and are to be opened this date. (See <br />minute under "Demolition bids opened.") <br />1221 Grace Street. Mr. Les Fox and Mr. Hoctel, of Real Services, appeared be- <br />fore the Board to represent the owner of this property Miss Lillian Gruszke, who <br />also appeared before the Board. Mr. Adamson stated this house suffered a <br />severe fire and there are no utilities in the house. Mr. Fox stated there is <br />no question but that the building needs to be taken down; that they have been <br />working with Miss Gruszke to help her meet her day to day needs and that <br />their concern is for the health and welfare of the occupants, and that they <br />are trying to relocate them. Upon motion made, seconded and unanimously <br />carried, permission was granted for the Sub -Standards Director to advertise <br />for bids for demolition of the premises, and was directed to contact Mr. Fox <br />in two weeks. <br />1225 S. Rush Street. Jared L. Lake did not appear as requested. Mr. Adamson <br />stated this house has been vandalized and stripped and that the owner doe not <br />want to rehabilitate it. Upon motion made, seconded and unanimously carried, <br />the Sub -Standards Director was given permission to advertise for bids for de- <br />molition of the property. <br />736 N. Frances Street: Wallace Mitchell, owner of the property, appeared be- <br />fore the Board. Mr. Mitchell stated this was their family home and is owned by <br />him and his two sisters; that he has closed up the property but it has been <br />broken into again. He will again close it up. Upon motion made, seconded <br />and unanimously carried, the matter was continued one week to permit the owner <br />to close up the building. Mr. Adamson was directed to keep the property under <br />surveillance. <br />-1504 W. Washington Street. Booker West did not appear as requested. Mr. <br />Adamson stated the accessory building is now down. Upon motion made, seconded <br />and unanimously carried, the matter was continued one week and the=rsub- <br />Standards Director was directed to keep the property under surveillance. <br />417 St. Vincent. Mr. Adamson stated this property is back to its previous <br />condition and no sale has been made; and that the property is closed up. <br />It was moved that the matter be continued indefinitely. The motion was <br />seconded and carried. And the Sub -Standards Director was directed to keep <br />the property under surveillance. <br />
