REGULAR MEETINGOCTOBER 12, 2009 <br /> <br /> <br /> <br /> <br />funding is allocated for communities to provide financial assistance and case <br />management services to prevent individuals and families from becoming homeless, and <br />to help those who are experiencing homelessness to be quickly re-housed and stabilized. <br />Ms. Meyer noted that additionally the memo indicated that the City would allocate to the <br />appropriate agencies working with its Continuum of Care. The approved amendment <br />indicated that the City would conduct an application process for the allocation of these <br />funds. She stated that four applications were received with four being recommended for <br />funding those being Dismas, Inc.; the Center for the Homeless, Inc.; Youth Service <br />Bureau of St. Joseph County, Inc.; and Madison Center. She noted that there will be only <br />one point of entry into this program related to the provision of financial assistance. That <br />point of entry will be the Center for the Homeless. For that reason the Center’s funding <br />level includes the dollars for the financial assistance service. She stated that Grantees <br />will have approximately 36 months to use the funds with all funds being spent no later <br />than July 19, 2012. <br /> <br />This being the time heretofore set for the Pubic Hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. <br /> <br />Councilmember Henry Davis asked if there were any programs like this and what their <br />percent of success was. <br /> <br />Ms. Meyer advised that this program is derived from new stimulus monies and that she <br />doesn’t have anything to compare it to. <br /> <br />There being no one present wishing to speak to the Council either in favor of or in <br />opposition to this bill, Councilmember Dieter made a motion for favorable <br />recommendation to full Council concerning this bill.
