y. <br />SPECIAL MEETING - May 24, 1971 <br />The Board of Public Works and Safety met in special session at 4:00 P.M. <br />on May 24, 1971, with all members present. <br />AMERICAN DISTRICT TELEGRAPH COMPANY - SPECIAL POLICE OFFICERS <br />Harold R. Riley, Operations Manager of the American District Telegraph <br />Company, 224 W. Jefferson Boulevard, South Bend, Indiana, met with the <br />Board at the Board's request. <br />The President of the Board explained the meeting was requested in order <br />to clarify the wearing of uniforms by special police officers, it being <br />the contention of the Board that uniforms worn must be those prescribed <br />for special police officers and the wearing of a different type uniform <br />is a violation of the State statute. There followed a discussion concern - <br />the wearing of uniforms not prescribed for special police officers, <br />Mr. Riley taking the position that the wearing of ADT uniforms is not in <br />violation of the State statute. <br />DIVISION A - WASTEWATER TREATMENT PLANT ADDITIONS - RESOLUTION ADOPTED <br />L~ <br />Bids having been considered for the construction of Division A - Waste- <br />water treatment Plant Additions and the low bid being in the amount of $6,540,000.00 <br />upon motion made, seconded and unanimously carried, the following resolution <br />was adopted: <br />"RESOLUTION OF BOARD OF PUBLIC WORKS AND SAFETY <br />"WHEREAS, the Stream Pollution Control Board of the <br />State of Indiana, acting pursuant to Chapter 214 of the Acts <br />of the General Assembly for the year 1943 on October 2,3, 1964, <br />issued a final order to the City of South Bend ordering said <br />City to cease and desist from causing and contributing to the <br />pollution of the St. Joseph River downstream from the point <br />of entry of sewage treatment plant effluent into said water; <br />and said Board has ordered the City to construct facilities <br />for adequate disinfection of the City's sewage treatment plant <br />effluent; and <br />"WHEREAS, the City of South Bend owns and operates <br />a sewage works and the Board has heretofore determined that <br />said sewage works is in need of additions and improvements in <br />order to comply with said final order; and <br />"WHEREAS, The Board has heretofore employed Clyde E. <br />Williams & Associates, Inc., consulting engineers of South Bend, <br />Indiana, to prepare plans, specifications and estimates for said <br />project, and said engineers have prepared said plans and speci- <br />fications and the same have been approved by the Board and by <br />all governmental authorities having jurisdiction, particularly <br />the Stream Pollution Board of the State of Indiana, and the <br />State Board of Health; and <br />"WHEREAS, the Board has heretofore advertised for <br />and received bids for the construction of said additions and <br />improvements to the sewage works, and on the basis of said <br />bids, and estimates as to incidental expenses, the cost of <br />said works, as defined by law, has been determined to be <br />$7,641,275, more particularly itemized as follows: <br />Construction $6,540,000 <br />Techn ta:l: Services 626,000 <br />Legal and Fiscal 51,000 <br />Contingency 424,275 <br />Total Project Cost 7,641,275 <br />
