Special Meeting - December 10, 1970 <br />A special meeting of the Board of Public Works and Safety convened at <br />2:30 P.M., on December 10, 1970, for the -consideration of an emergency <br />situation arising as the result of the cave-in of a culvert on South Iron- <br />wood Drive north of Ridgedale Road. Present were Lloyd S. Taylor and James <br />A. Bickel. <br />Upon motion made, seconded and carried, the fiollowing Resolution was <br />adopted: <br />"RESOLUTION NO. 12�-10'70 <br />WHEREAS, a brick arch culvert constructed some 40 or 50 <br />years ago has suddenly failed causing a cave in on South Ironwood <br />Drive 458 feet north of Ridgedale Road, and <br />WHEREAS, this cave in has exposed a six inch high pressure <br />gas main and part of the narrow pavement has dropped away causing <br />an extreme traffic hazzard, and <br />WHEREAS, barricades and light for night protection are <br />continually being moved without authorization by unknown persons, <br />and <br />WHEREAS, the South Bend Water Works is concerned about <br />the 12 inch feeder main that may be exposed in the event of an <br />unusual rain storm, <br />NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF PUBLIC <br />WORKS AND SAFETY that an emergency exists and that the Engineer- <br />ing Department be instructed to prepare plans and specifications <br />immediately and to solicit three letter proposals for construction <br />from interested contractors. <br />Due to the extreme emergency, the Board of Public Works <br />and Safety, after review of said proposals, will award the contract <br />to the lowest and best bidder without advertising so that the work <br />can be accomplished at the earliest possible date.
