Special meeting - July 22, 1970 <br />The special meeting of the Board of Public Works and Safety which recessed <br />at 3:40 P.M. on July 21., .1970, reconvened at 8:05 P.M. on July 22, 1970,,with <br />S. J. Crumpacker, City Attorney, and James A. Bicker, City Controller, present. <br />Mr. Crumpacker acted as chairman. <br />Also present at the meeting were Patrolman David L. Andrews and his attorney <br />Charles A. Sweeney; Chief of Police Loren M., Bussert, Assistant Chief Kenneth <br />McDonald, Sr.; Captain Richard Albright; Sergeant Robert E. Riddle; Sergeant <br />Paul Harvey and approximately 20 other persons. <br />The purpose of the meeting was to continue with evidence on Counts 11, 111'and <br />IV of the charges filed against Patrolman David L. Andrews by Chief of Police <br />Loren M. Bussert on July 13, 1970,, for violation of Sections 4.5 and'4.7-of <br />the Rules and Regulations of the Police Department of the City of South Bend, <br />Indiana. <br />Chief Deputy City Attorney Robert M. Parker conducted the examination of the <br />witnesses on behalf of the City. <br />Charles A. Sweeney represented the defendant, David L. Andrews. <br />Sergeant Robert E. Riddle was the first witness calle4 He explained to the <br />Board that the funeral service which he attended in Chicago on July 21, 1970, <br />as an honor guard, lasted much longer than had been anticipated and he was <br />not able to get -back in time for the hearing July 21, and tendered his apologies. <br />Sergeant Riddle, 1022 E. Victoria Street, South Bend, Indiana, and Sergeant <br />Paul.Harvey, 543 Edgewater Drive, South Bend, Indiana, testified under oath <br />in reference to the incident on July 10, 1970, resulting in charges filed <br />against Patrolman David L. Andrews. <br />Count IV, charging improper handling of dog and weapon, was dismissed. <br />Sergeant Riddle, Sergeant Harvey, police officer Raymond Woodward, Captain <br />FAlbright, Assistant Chief McDonald and Chief Bussert testified to the excellent <br />record of Patrolman Andrews as a police officer prior to July 10, 1970. <br />The testimony being concluded, Mr. Crumpacker announced the matter would.be <br />taken under advisement, and the meeting adjourned at 10:15 P.M. <br />2, <br />.
