Special Meeting - July 21, 1970 <br />The special meeting of the Board of Public Works and Safety which recessed <br />at 2:20 P.M. on July 16•, 1970, reconvened at 2:20 P.M. on July 21., .1970, <br />with S. J. Crumpacker, City Attorney, and James A. Bickel, City Controller,. <br />present. Mr. Crumpacker acted as chairman of the meeting. <br />Also present were Patrolman David L. Andrews and his attorney Charles A. <br />Sweeney; Chief of Police Loren 'Mr <br />.• Bussert; Patrolman Larry Hostetler; <br />Patrolman Paul Krempet2; Councilwoman Janet Allen and approximately 20 other <br />persons. <br />Mr. Crumpacker stated the meeting was called for the purpose of hearing <br />evidence on Counts II, III.and IV of the charges filed against Patrolman <br />David•L. Andrews by Chief -of Police Loren M. Bussert on July 13, 1970., for <br />violation of Sections 45 and 4.7 of the Rules and Regulations of the Police <br />Department of the City of South Bend, Indiana. Counts 11,111 and IV ,of the <br />charges were then read aloud. <br />,..� Charles A. Sweeney entered his appearance as•attorney for David L. Andrews. <br />Robert M. Parker, Chief Deputy City Attorney, conducted the examination of <br />witnesses Patrolman Larry Hostetler, 1734 Renfrew Drive, South Bend, Indiana, <br />and Patrolman Paul Krempetz, 1109 Harvey Street, South Bend, Indiana, who <br />testified under oath concerning the incident on July 10, 1970, resulting <br />in charges filed against Patrolman David L. Andrews. <br />Sergeant Robert E. Riddle was called as a witness but was not present, having <br />been in Chicago this date as an honor guard for the funeral of two Chicago <br />police officers killed in the line of duty, and not yet having returned. <br />The meeting then recessed at 3:15 P.M. <br />Sergeant Riddle not having appeared by 3:35 P.M., Mr. Parke' moved for a <br />continuance of the hearing because of the unavailability of a necessary <br />witness, and a continuance was granted over the objection of Mr. Sweeney. <br />Thereupon, the motion was made, seconded and carried that the meeting recess <br />until 8:00 P.M. Wednesday, July 22, 1970, and the meeting adjourned at 3:40 <br />P.M. <br />1 <br />
