1 <br />1 <br />1 <br />Special Meeting - August 13, 1971 <br />A special meeting of the Board of Public Works and Safety convened at 2:00 <br />P.M., on August 13, 1971, for the purpose of hearing charges against Patrol- <br />man William Coar. Present were Lloyd S. Taylor, City Engineer, and S. J. <br />Crumpacker, City Attorney. <br />Also present were Patrolman William Coar, Assistant Chief of Police Kenneth <br />McDonald, Captain Paul Kozak, Sergeant Larry D. Hostetler and Deputy City <br />Attorney Robert J. DuComb, Jr. <br />A closed hearing was conducted at the request of Patrolman Coar. <br />Patrolman Coar acknowledged receipt of notice of this hearing and receipt of <br />a copy of the complaint filed with the Board of Public Works and Safety by <br />Chief of Police Loren M. Bussert charging violation of Sections 4.21, 31.1 <br />and 4.47 of the General Rules and Regulations of the South Bend Police De- <br />partment, <br />Patrolman Coar pleaded to the complaint as follows: <br />Count I (A) <br />- "Guilty." <br />Count I (B) <br />- "Not .Guilty." <br />Count II <br />- "Guilty." <br />Count III <br />- "Guilty." <br />Upon motion made, seconded and unanimously carried, Count I (B) of the Charges <br />was dismissed. <br />Assistant Chief McDonald testified he has been informed of the continuous <br />tardiness and absenteeism of Patrolman Coar; that continuous tardiness and <br />absenteeism in the Department cannot be tolerated; and that he recommended <br />suspension of Patrolman Coar without pay. <br />Captain Paul Kozak and Sergeant Larry Hostetler testified to tardiness and <br />absenteeism by Patrolman Coar. <br />Patrolman Coar testified that in addition to his duties as a police officer he <br />has been attending classes at Indiana University and is a swimming coach at <br />the YMCA; that a lack of sleep and rest because of all of his activities has <br />resulted in his tardiness and absenteeism at work; and further testified that <br />he has dropped some of his activities and is trying to establish a better work <br />record. <br />Upon motion made, seconded and carried, the matter was taken under advisement, <br />and the meeting adjourned at 2:25 P.M. <br />Having deliberated the matter, the meeting reconvened at 3:10 P.M., with <br />Lloyd S. Taylor and S. J. Crumpacker present. <br />Upon motion made.by Mr. Crumpacker, seconded by Mr. Taylor, and unanimously <br />carried, Patrolman William Coar was suspended from the South Bend Police <br />Department, without pay, for a period of five days commencing August 9, 1971. <br />There being no further business to come before the Board, the meeting ad- <br />journed at 3:15 P.M. <br />E <br />
