u <br />REGULAR MEETING NOVEMBER 13, 1973 <br />REPORT FROM JAMES A. ROEMER RE: BARRETT LAW PROJECTS <br />The Board received a memorandum from James A. Roemer reporting on his review of <br />the Clyde E. Williams proposal letter regarding Barrett Law Projects dated <br />October 1, 1969. Mr. Roemer said the proposal provides for services to be billed <br />at the rate of payroll cost times a multiplier of 2.0, plus reimbursable expense. <br />He said he feels the multiplier ,of 2.0 is reasonable. Mr. Roemer said he feels <br />the City should insist on an audit clause which would give the City the right to <br />audit to verify that the costs billed have actually been incurred. The memorandum <br />continued that Mr. Roemer felt that this kind of .effort must be outlined on a <br />sole source basis rather than a competitive basis since the nature of the work <br />makes it impossible to define the actual scope to be performed. Upon motion <br />made, seconded and carried, the letter was ordered filed. <br />The matter of preliminary plans for the Elwood Avenue curb and sidewalk project <br />was discussed and, upon motion made, seconded and carried, this matter was tabled <br />until results of a meeting between representatives of the City acid< -of Clyde Williams <br />and Associates are reported to the Board. <br />There being no further business to come before the Board, upon motion made, <br />seconded and carried, the meeting adjourned at 11:40 a.m. <br />ATTEST: <br />42.:L,- �- '6 <br />CLERK <br />611 <br />11-1 WE 1411' <br />'Rollin E.
