SPECIAL MEETING <br />OCTOBER 16, 1973 <br />A special meeting of the Board of Public <br />Tuesday, October 17 at the John Marshall <br />present was David Wells, Manager of the <br />Works was convened at 7:30 p.m. on <br />School with all members present. Also <br />Bureau of Design and Administration. <br />Mr. Farrand explained that the purpose of the meeting was to review, at this <br />public hearing, plans for the construction of local sanitary sewers in the <br />Meadowview Subdivision, from ironwood Drive to Sampson Street and from Inwood <br />to Southernview. The Clerk tendered proofs of publication of=:notice of the <br />hearing in the South Bend Tribune and the Tri-County News which were found to <br />be sufficient. <br />Mr. Farrand then introduced Mr. Wells who gave a brief explanation of how the <br />Barrett Law works. He said under the proposal being considered tonight, if the <br />sewers are constructed, the City would pay 50% of the cost and the affected <br />property owners would pay 50%. He said the City's position is that the people <br />in the area have to want the improvement to be constructed and if they do not <br />want the sewers constructed, the Board will not proceed. He then distributed <br />to those present a roll showing the cost to be assessed each property owner <br />involved. He explained that the assessment shown them tonight against their <br />property cannot be raised. Mr. Wells then pointed out that each property owner <br />would have to pay the cost of connecting from their home to the sewer and that <br />this cost runs about $6.00 per foot. <br />A question and answer period followed. Meadowview residents who spoke were <br />Mr, & Mrs. Gene Palmer, 1830 inwood,Mrs. Marcia Stewart, 2016 Southernview, <br />Mr. Michael Stepanek, 1908 Southernview, Mr. John Noble, 1808 Denslow, Mr. <br />William Lattimer, 1907 Denslow, Mr. D. James Brademas, 3906 Springbrook, <br />Mr. Robert Axelberg, 1820 Denslow, Mr. Dick Gerstbauer, 1832 Southernview, <br />Mr. Steve Mellinger, 3833.Ironwood, Mr. Walter Shelton, 1825 Southernview, <br />Mrs. Grace Prentiss, 1937 Denslow and Mr. James Meersman, 58977 Ironwood. <br />Mr. Wells then explained to those present that if they did not want the sewer <br />project, the Board would not proceed but that any future sewer project must <br />then be initiated by the property owners and there is no way to be sure that <br />the 50%-50/. assessment to the City and the property owners would be available <br />at that time. <br />A show of hands indicated that the group was about evenly divided for and <br />against the sewer project. <br />Upon motion made, seconded and carried, the Board delayed action on this <br />Resolution until the regular meeting of the Board of Public Works on Monday, <br />November 5, 1973 at 9:30 a.m. in the Board Hearing Room, 1308 County -City <br />Building. Mr. Farrand advised the .residents that they should let the Board <br />know, at that meeting, whether they are in favor of the project. The Board <br />will then make a decision as to whether to confirm the Resolution. Mr. Farrand <br />said that they would request written petitions or comments from the property <br />owners. <br />Upon motion made, seconded and carried, the meeting adjourned at 8:40 p.m. <br />ATTE T: <br />CL ERK <br />
