REGULAR MEETING SEPTEMBER 17, 1973 The Board received the following letter: Board of Public Works County -City Building South Bend, Indiana Gentlemen: of the City of South Bend 46601 A series of rather unfortunate circumstances pertaining to the obtaining of proper insurance coverage, the lack of success in acquiring the adequate warehousing and storage space needed, and licensing procedures have all combined in such a manner as to make the acquisition of the 1957 Maxim Fire Engine an impossible undertaking for me. In addition, an automobile accident has required my replacing my automobile, which at this time places an unexpected demand on my finances. I have discussed this situation with Assistant Chief Nagy -and he has advised me to notify you in this manner. Reluctantly, I must request that you con- sider this letter as my withdrawal of the bid placed by me to purchase the 1957 Maxim Engine. I would respectfully suggest that you contact the alternate bidder in Edwardsburg. Thank you, s/ Gordon Alan Perry Upon motion made, seconded and carried, the Board referred the letter to the Legal Department for investigation and recommendation. REPORT ON FOREST AVENUE Mrs. Eugenia Schwartz, a member of the Park Avenue Neighborhood Association, appeared at the Board meeting of September 10, 1973 and asked the Board about reports she had heard that the City was planning to slurry seal Forest Avenue, which is a brick street. Mr. Farrand reported that he had discussed this matter with Mr. Donald Decker, Superintendent, Bureau of Streets, and Mr. Decker said his Department has no intention of slurry sealing Forest Avenue. SUPPLEMENTAL AGREEMENT - U.S. 31-U.S. 33, ONE-WAY PAIR STREETS The Board received a supplemental agreement with the State Highway Commission for establishing one way streets to be designated at U.S. 31 and U.S. 33 in South Bend. Mr. Roemer has reviewed the agreement and recommended that the Board approve it and send it to the State Highway Commission for their approval. Mr. Clem Hazinski, Manager of the Bureau of Traffic and Lighting was present. He explained to the Board that whenever the State Highway Department agrees to take over a new facility and designate it as a State Route, the City must enter into an agreement with the State. There are certain provisions specified by the State in regard to maintenance, snow removal, etc. The State agrees to provide signlaization and major repair of the pavement. This agreement has been revised to include a one-way system north of LaSalle to Marion. This will make Main Street compatible with Michigan Street and provide three lanes of traffic. The City will make a determination as to parking restrictions which might be necessary. Upon motion made, seconded and carried, the Board approved and signed the agreement. 1
