SPECIAL MEETING <br />AUGUST 14, 1973 <br />3�3 <br />A special meeting of the Board of Public Works was convened at 7:30 p.m. on <br />Tuesday, August 14, 1973 in the Board Hearing Room. Present were Board members <br />Rollin E. Farrand and James R. Seitz, City Attorney James A. Roemer, David A. Wells, <br />Manager of the Bureau of Design and Administration, and Gerald R. Phipps, representing <br />Clyde E. Williams & Associates. <br />Mr. Farrand explained that the purpose of the meeting was to review, at this <br />public hearing, plans for the improvement of the alley between Berkley Place, <br />Beverly Place and Inglewood Place, from Oakwood Blvd, to Lathrop Street, by <br />constructing a concrete pavement. Mr. Farrand also announced that plans for <br />the project were available for public inspection and review after the close of the <br />hearing. Mr. Farrand then turned the meeting over to Mr. Gerald Phipps, represent- <br />ing the Consulting Engineer, Clyde E. Williams & Associates. <br />Mr. Phipps gave a brief explanation of how Barrett Law projects operate. He said, <br />after the hearing tonight, the Board has three options. They can confirm the <br />resolution as adopted. Based on the comments tonight, they can confirm the , <br />resolution with certain adjustments to the plans. They can rescind the resolution. <br />If the resolution is confirmed, the resident property owners will have a 10 day <br />period to file written remonstrances with the Board against the project. If 51% <br />of the resident property owners remonstrate against the project., the Board will <br />rescind the resolution. If the resolution is confirmed, the Board will request <br />that final plans and specifications be prepared and seek bids and award the <br />contract. An assessment roll would be prepared, based on the cost, and a public <br />hearing would be held on -the assessment roll. <br />Mr. Phipps then explained to those present that the assessment against their <br />property could be no greater than the figure presented to them tonight. After <br />the adoption of the Assessment Roll, property owners would be advised how the <br />assessment could be•paid. They have the choice of paying in cash or paying over <br />a five year period at 6% interest. This payment plan would be collected by the <br />County Treasurer. <br />Mr. Phipps said that the pavement would be 10 feet wide, 6 inches thick and would <br />be a concrete pavement. He explained that the assessment on the project has been <br />figured at $5.25 per front foot and this is the same rate that has been charged <br />for the past several years. <br />Mr. Frank Bratina, 2144 Berkley Place, said he was in favor of the pavement project <br />and he felt the property owners should go ahead with it at this time while the <br />rate is still $5.25 per foot. Mr. D. R. Myers, 2229 Inglewood Place, said he would <br />like to second Mr. Bratina's remarks and that he also felt the property owners <br />should go ahead with the project now. <br />Mr. Phipps was questioned by property owners who will want their present garage <br />approach to meet the new alley surface and Mr. Phipps said they should contact <br />the contractor while the work is in progress and he would arrange for this to be <br />done and the property owner billed directly. <br />Mr. R. L. Stoltenberg, 2171 Inglewood Place, asked how long the project would take <br />and Mr. Phipps said the project construction would take about 30 days. He said <br />if the resolution was confirmed and no remonstrance filed, bids could be advertised <br />about the 1st of September and the contract awarded by the middle of September, <br />with construction starting about October lst. <br />1 <br />
