F14 <br />REGULAR MEETING JANUARY 6, 1975 <br />said he was in favor of the sewer project which was constructed. <br />He asked whether the streets where the construction took place <br />would be resurfaced. Mr. Farrand said the City is hoping this can <br />be done. Mr. Herman Hoffman, representing the South Bend Community <br />School Corporation, asked what property the School Corporation was <br />being assessed for and asked if he could see plans for the project. <br />Mr. Farrand said the assessment was for an unplatted tract of land <br />and said a map and plans were available. He suggested that Mr. <br />Hoffman tal with Mr. Wells regarding the property and the assessment <br />which was in the -amount of $2,192.24. Mr. L. Lloyd asked whether the <br />sewer extended to his property on Bergan Street and was told that it <br />did. Mr. Kish, owner of Lot 131, questioned the assessment for that <br />lot and said he believed there was an error in the total. Mr. Farrand <br />advised Mr. Kish that the Engineering Department would review that <br />assessment with him.. Mrs. Darlene Gean, 54405 Whitesel Drive, John <br />Quimby, 1020 N. Sarah St., Mishawaka, and Mrs. Fell, 2310 Lathrop <br />asked questions regarding their assessments and the square foot area <br />of their properties. Plans -for the project were available for <br />® inspection and the questions were answered. Upon motion made, seconded <br />and.carried, the Board approved the Assessment Roll with the exception <br />of the assessment of Mrs. Julius DeMaegt for Lot 436, Mr. Kish for <br />Lot 131, and the School Corporation. These three exceptions were <br />W referred to the Bureau of Design and Administration for review with a <br />W report to be made to the Board on January 20, 1975. <br />REQUEST TO PARK IN NO PARKING ZONE DENIED <br />The Board received a request from Richard Croy to park his truck in <br />a no parking zone at Michigan and Monroe Streets. Mr. Croy is in a <br />wheel chair and attends classes at R.E.T.S. School. The Board <br />received a report from the Bureau of Traffic and Lighting indicating <br />that that Bureau was contacted four months ago in regard to this <br />matter. Allowing the vehicle to park in the no parking zone at this <br />location would eliminate one lane of traffic and this lane is necessary <br />during the morning rush hours. The Bureau also reported that they <br />attempted to offer Mr. Croy two alternatives. One was to park on the <br />east side of South Michigan Street and the other was to park in a <br />private lot one-half block from the School. An alley crossing the <br />sidewalk which would be used from either of these locations was rebuilt <br />with asphalt in order to provide Mr. Croy with a smooth surface. <br />.However, Mr. Croy continues to park in the no parking zone. Upon <br />motion made, seconded and carried, the Board ordered the report from <br />the Bureau of Traffic and Lighting filed and denied the request. Mr. <br />Farrand noted that the City cannot close one lane of traffic at this <br />location by allowing parking in a no parking zone and that the Bureau <br />of Traffic and Lighting had attempted to work out alternatives for <br />Mr. Croy. <br />LETTER REOUESTING CLEAN-UP OF SOUTHEAST NEIGHBORHOOD <br />The Board received a letter from Councilman Terry Miller asking that <br />city -owned lots in the Southeast neighborhood be cleaned up. Mr. <br />Farrand noted that the Bureau of Streets did provide trash pick up <br />for this area with the cost being absorbed by the City. Also, the <br />City Summer Employment Program worked on trash pick-up on city lots <br />in the southeast neighborhood. The Board requested that Councilman <br />Milker be asked to list specific locations where violations are occurring <br />on city -owned property so that immediate action can be taken. Councilman <br />Miller is to be invited to attend next week's''�Board meeting if he <br />wishes to present further information on this matter to them. <br />TRAFFIC CONTROL DEVICE REMOVED <br />The Board received a request from the Bureau of Traffic and Lighting <br />to remove the Stop Signs at Miami and Ridgedale. Traffic signals at <br />that intersection were to be turned on today. Upon motion made, <br />seconded and carried, the Board approved the request. <br />
