MEIN <br />SPECIAL MEETING <br />MAY 22, 1974 <br />A special meeting of the Board of Public Works was convened at <br />7:30 p.m. on Wednesday, May 22, 1974 at LaSalle High School with <br />Mr. Farrand and Mr. Seitz present. David A. Wells, Manager of <br />the Bureau of Design and Administration, was also present. <br />The Clerk tendered proofs of publication of notice of this hearing <br />in the South Bend Tribune and the Tri-County News which were found <br />to be sufficient. <br />Mr. Farrand opened the meeting and explained to those present that <br />the purpose -,.of the hearing was to.outline Barrett Law procedures <br />and to present preliminary assessments for the installation of <br />sewers on the unsewered portions of Eclipse, Kaley, Meade, Fremont, <br />Olive, Elmer and Huey Streets, between Lathrop and Bulla Streets, <br />authorized under Improvement Resolution No. 3402, 1974, adopted on <br />April 22, 1974. Mr. Farrand then made a motion that the preliminary <br />assessment roll, showing assessments against affected property owners, <br />be filed. Mr. Seitz seconded the motion and it was carried. <br />Mr. Farrand.then turned the hearing over to Mr. Wells. Mr. Wells <br />explained that the City was offering to the property owners the <br />installation of sewers with the City to pay 50% of the cost and <br />the property owners to pay 50%. This policy was established by the <br />City administration in an attempt to offer sewers to those areas which <br />do not have them, without the residents having to pay 100% of the cost <br />as was the case previously. Mr. Wells said that the assessment shown <br />on the preliminary assessment roll could not be raised. The cost <br />listed is for the cost of the trunk sewer installation to the property <br />line. The property owner will pay for the cost of hooking up to their <br />plumbing. Mr. Wells said he could only give an estimate of the hook-up <br />cost, but it has been running about $6.00 a foot. Property owners will <br />have the option of paying the assessment in cash when the construction <br />is completed, or paying in five equal yearly installments at 6% interest. <br />There were no remonstrators present. Mrs. Bernice Milligan, 2025 N. <br />Huey Street, was present and spoke in favor of the sewer construction. <br />Mr. Farrand made a motion that the Board would receive written comments <br />on the sewer project until the regular meeting of the Board of Public <br />Works at 9:30 a.m. on Monday, June 3, 1974 in the Board'of Works Office. <br />At that time, the Board will take action to confirm or rescind the <br />Improvement Resolution. The motion was seconded and carried. <br />It was announced that preliminary plans for the construction were <br />available for inspection after the meeting and any questions would be <br />answered. <br />Upon motion made, seconded and carried, the special meeting adjourned <br />at 8:00 p.m. <br />Rollin E.
