J. <br />REGULAR MEETING JUNE 1, 1976 <br />A regular meeting of the Board of Public Works was convened at <br />9:30 a.m. on Tuesday, June 1, 1976 by President Rollin E. Farrand <br />with Mr. Farrand,.Mr. Brunner and Mr. Mullen present. Deputy City <br />Attorney Georgia Luks was also present. <br />MINUTES OF PREVIOUS MEETING APPROVED <br />Mr. Brunner reported that the minutes of the May 24 meeting had <br />been reviewed and he made a motion that they be approved as <br />submitted. Mr. Farrand seconded the motion and it carried. <br />Mr. Farrand reported that a special meeting was held on May 25 <br />to approve the agreement with the Indiana State Highway Commission, <br />unamended, for improvements at sixteen intersections in South Bend. <br />Mr. Farrand said he had reviewed the minutes of the special meeting <br />and he made a motion that they be approved as submitted. Mr. <br />Mullen seconded the motion and it was carried. <br />LEASE WITH SOUTH BEND CIVIC THEATRE TABLED <br />A lease agreement with the South Bend Civic Theatre for old Fire <br />Station No. 6 at 701 Portage Avenue, was submitted to the Board. <br />Deputy City Attorney Georgia Luks reviewed the lease and recommended <br />that revisions be made before it is approved by the Board. Upon <br />motion made by Mr. Farrand, seconded by Mr. Brunner and carried, the <br />lease agreement was tabled for revision and will be acted upon by the <br />Board at a special meeting on Wednesday, June 2. <br />U <br />Cr PETITION FILED TO VACATE NORTH -SOUTH ALLEY SOUTH OF CALVERT STREET <br />W <br />Fabricated Steel Products, Inc., by their Attorney Timothy Woods, <br />file their petition to vacate the north -south alley south of Calvert <br />Street, between Main and Michigan Streets. Upon motion made by <br />Mr. Farrand, seconded by Mr. Brunner and carried, the petition was <br />filed and referred to the Bureau of Design and Administration for' <br />preliminary review and utility checks. <br />BID ACCEPTED - POLICE DEPARTMENT TRANSCEIVERS <br />The Board received a recommendation from Chief Michael Borkowski <br />requesting acceptance .of the Meade Electric Company bid of <br />$15,750.00 for fifteen G. E. portable transceivers for the Bureau of <br />Police. Chief Borkowski's recommendation stated that the bid meets <br />all specifications listed. He said the bid received from.R. C. A. <br />was lower for transceivers, per unit, but would necessitate the <br />purchase of optional equipment costing far more to make the R.C.A. <br />system operational. Chief Borkowski said he appreciated the desire <br />of R.C.A. to bid and understood that the Communications Bureau <br />would like to try R.C.A. equipment to evaluate its performance. <br />Chief Glenn Terry was present and advised the Board that if the bid <br />of R.C.A. was accepted, it would require optional equipment of <br />$243.25 per transceiver to make them operational. Chief Terry <br />said the Department is now using G. E. equipment. They are hopeful <br />that they can try some R.C.A. units on a limited basis to determine <br />how they will work out and if they will reduce down time. Mr. Harry <br />Laswell, representing R.C.A., said the Board was bidding this <br />equipment in such a restrictive way that only G. E. could bid. He <br />said R.C.A. put a lot of time into preparing a good bid for the City <br />and said if their bid is not accepted, it is doubtful that they <br />will bid again. Mr. Brunner asked Chief Terry if the R.C.A. bid <br />met specifications and Chief Terry said it did, but it would require <br />optional equipment to charge the transceivers. Chief Terry said <br />the specifications noted the fact that equipment bid must be <br />compatible with existing Police Department equipment. Mr. Laswell <br />said the department could purchase a wall mounted charging unit and <br />use these 15 transceivers for beat patrol officers and -not in the <br />cars. I-fr. Brunner asked Chief Terry if they could purchase the <br />R.C.A. equipment and use it in this fashion. Chief Terry said this <br />would create administrative problems in the assignment of radios. <br />
