1U <br />REGULAR IIE ET IN G . TRAY 10 . 1976 <br />A regular meeting of the Board of Public Works was convened at <br />9:30 a.m, on Monday, May 10, 1976 by Temporary Chairman Peter H. <br />Mullen, in the absence of President Rollin E. Farrand, with Mr.. <br />Mullen and Mr. Brunner present-. Deputy City Attorney William <br />Stanley was also present. <br />MINUTES OF PREVIOUS MEETING APPROVED <br />Mr. Mullen reported that the minutes of the previous meeting had <br />been reviewed and he made a motion for -approval. Mr. Brunner <br />seconded the motion -and the motion carried. <br />APPROVAL OF CETA AUDIT CONTRACT <br />The Board received copies of a contract between the City of South <br />Bend and Bernth, Casper and Dennen for professional audit -services <br />for CETA. Elroy Kelsenberg, Director of the Bureau of Employment <br />& Training, was present and advised the Board that federal regulations <br />require that recipients of- federal grants under the Comprehensive <br />Employment and Training Act conduct an audit of all subgrants over <br />$100,000 and twenty-five per cent of those under $100,000 every <br />two years. Mr. Kelsenberg said the Bureau requested proposals from <br />potential audit firms in the local community and from those <br />recommended by the Department of Labor. The lowest and best <br />proposal was received from Bernth, Casper and Dennen and a proposed <br />contract has been prepared for Board approval. Mr. Kelsenberg <br />said the proposal was based on $7.25 per audit unit and the <br />actual amount of the subgrant will determine the final figure. The <br />contract was estimated at from $5,000 to $10,000. Mr. Mullen asked <br />if this money is budgeted and Mr. Kelsenberg said it is. Mr. Brunner <br />made a motion that the Board approve the contract with Bernth, Casper <br />and Dennen for professional audit services for CETA. Mr. Mullen <br />seconded the motion and it carried. Board members requested that <br />they be furnished copies of the audit report. <br />RECOMMENDATION TO AWARD HOMELAND SEWER BID TABLED <br />The Board received a recommendation from David A. Wells, Manager <br />of the Bureau of Design and Administration and Rollin E. Farrand, <br />Director of the Department of Public Works, that the low bid of H. <br />DeWulf Mechanical Contractor of $39,321.00 for the construction <br />of the Homeland Sanitary Sewers be accepted. Mr. Brunner asked Mr. <br />Wells if this bid was within the engineering estimate.. Mr. Wells <br />said this is a Barrett Law project and the estimate was prepared <br />some time ago. He said the low bid is higher than the estimate, <br />which was $29,948.60. Mr. Wells said the property owners' assess- <br />ments as listed on the preliminary estimate cannot be raised and the <br />City of South Bend will be responsible for the amount over the <br />estimate. Mr. Brunner asked Mr. Wells if there is any kind of a <br />time limit on such project estimates. Mr. Wells said there is not. <br />He said this estimate was prepared some time ago and, at that time, <br />it was not definite that the property owners would be in favor of <br />the project. Mr. Brunner suggested that the Board delay action on <br />this matter until Mr. Farrand is present, since he has the background <br />and expertise in this area. Upon motion made by Mr. Brunner, <br />seconded by Mr. Mullen and carried, the recommendation to accept the <br />low bid for the Homeland Sanitary Sewer project was tabled until <br />May 17, 1976. <br />REPORT ON PETITION TO VACATE NORTH -SOUTH ALLEY NORTH OF MARION STREET <br />The Bureau of Design and Administration reported to the Board that <br />the petition of Hills & Pfeil, filed by their Attorneys Robert D. <br />Lee and Frederick K. Baer, to vacate the north -south alley running <br />north from Marion Street to the intersection of said alley with the <br />east -west alley running west from St. Joseph Street had been reviewed <br />1 <br />
