269 <br />REGULAR MEETING APRIL 19, 1976 <br />APPROVAL OF CONTRACTS - AIRPORT INDUSTRIAL PARK, PHASE FOUR <br />Mr. Farrand advised the Board that he.had received notification <br />today that the appropriation for the Airport Industrial Park, <br />Phase Four has been cleared by the Local Roads and Streets Board <br />and he made a motion that the Board sign the contracts with <br />Ritschard Brothers, Inc. for the construction of Airport <br />Industrial Park, Phase Four.. The motion wasseconded by Mr. Brunner <br />and carried. <br />LEASE AGREEMENT TABLED <br />A lease agreement with the First Christian Church, for the use <br />of their building at 320 S. Main Street, at a rental -of $5,000.00 <br />for the period.of May 1, 1976 through August 31, 1976 was <br />executed by William Gilkey, Director of Human Resources, and was <br />submitted to the Board for approval. Mr. Brunner asked that the <br />lease be forwarded to him for review before action is taken. The <br />matter was tabled and the lease agreement will be sent to City <br />Attorney Thomas J. Brunner, Jr., for his review. <br />SOUND EQUIPMENT ON MOTORCADE APPROVED <br />,�.. A request was received from Craig Power to use sound equipment <br />on a motorcade on behalf of Lawrence VanDeWalle, candidate for <br />Congress. The motorcade will obey all traffic signals and <br />regulations and will be held on Saturday, April 24, 1976. <br />Mr. Brunner read an excerpt from the Municipal Code, Section <br />13-57 which prohibits the use of sound equipment or other machines <br />for the reproducing of sound which is cast upon the public streets <br />for the purpose of commercial advertising or attracting the <br />attention of the public to any building or structure. Mr. Brunner <br />said it would appear that the use requested by Mr. Power would <br />not be a violation of the Code, unless the noise was offensive <br />or irksome. Mr. Brunner made a motion that the request of Craig <br />Power to use sound equipment in a motorcade on Saturday, April 24 <br />be approved. The motion was seconded by Mr. Mullen and carried. <br />RIVER BEND PLAZA REQUESTS APPROVED <br />Douglas Simpson, Director, River Bend Plaza, submitted a request <br />to the Board.to hold a Bicentennial Music Festival on the Plaza <br />on April 19 and on April 24 and 25. A schedule of the musical <br />events was submitted. Upon motion made by Mr. Farrand, seconded <br />by Mr. Brunner and carried, the request was approved. <br />An application from Thomas and Veronica Niedbalski to operate a <br />hot dog wagon on the supergraphic area of the Plaza during the <br />summer months was submitted to the Board with the favorable <br />recommendation of Mr. Simpson. Upon motion made by Mr. Mullen, <br />seconded by Mr. Farrand and carried,the application was approved, <br />subject to the.filing of liability insurance and the securing of <br />the necessary vending license. <br />RECOMI ENDATION TO AWARD ALTERNATE BID - SOLID WASTE TRUCKS <br />Mr. Farrand submitted a tabulation of the bids received for Solid <br />Waste Vehicles to the Board. The tabulation indicated that none <br />of the base bids received were responsive to the specifications <br />and, therefore, no bid award should be made on the base bid. In <br />the alternate bids for the diesel engine, Shamrock Ford was <br />responsive and was the low bidder at $26,935.18 per unit. It <br />was recommended that the Board accept that bid for the purchase of <br />two complete diesel units as bid as alternates at a total of,$52,870.36, <br />less $2,000 for trade-ins, making the net bid $51,870.36. It was <br />also recommended that the Board should re -advertise for bids for one <br />gasoline -powered cab and chassis, with a packer bid as an option. <br />
