REGULAR MEETING <br />FEBRUARY 17, 1976 <br />A regular meeting of the Board of Public Works was convened.at <br />9:30 a.m, on Tuesday, February 17, 1976 by President Rollin E. <br />Farrand, with Mr. Farrand,Mr. Brunner and Mr. Mullen present. <br />Deputy City Attorney William Stanley was also present. <br />MINUTES OF PREVIOUS MEETING APPROVED <br />Mr. Brunner advised the Board that the minutes of the previous <br />meeting had been reviewed and he made a motion that the minutes <br />be approved as submitted. The motion was seconded by Mr. Mullen <br />and carried.' <br />PARKING APPROVED - 100 SOUTH MICHIGAN STREET <br />Mr. Farrand reported that a request for additional free parking <br />in the 100 block South Michigan Street had been taken under <br />advisement. He then submitted the following recommendations to <br />the Board: <br />"By a copy of a letter.to the Downtown South Bend Council <br />of the Chamber of Commerce,.Mayor Nemeth has asked the <br />Board of Public Works to consider extending free parking <br />further south in the 100 block of South Michigan Street. <br />I recommend that the following steps be approved by the <br />Board of Public Works: <br />1. Parking be approved in the 100 block of South Michigan <br />Street north of a line forty (40) feet north of the <br />north curb line on Jefferson Boulevard. <br />2. The parking limit defined in (1) above be defined by <br />planters and movable barricades located so as not to <br />block the fire lane. <br />3. All ingress and egress to the parking area is to be <br />.from Washington Street and not from Jefferson Boulevard. <br />4. Parking not be permitted in the extended area until <br />parking lines are painted by the Bureau of Traffic <br />and Lighting with the understanding that these lines <br />will be painted as soon as weather permits. <br />5. Parking may be removed from all or any part of this <br />area to permit activities in the "supergraphic area" <br />as approved by the Board of Public Works. <br />6. Mr. Doug Simpson is to be instructed to indicate on <br />all future applications for activities on the Plaza <br />any requirement to restrict parking. . . <br />s/ Rollin E. Farrand- " <br />Mr. Mullen asked how many cars can be parked in this additional <br />area and Mr. Farrand said from 25 to 30. Mr. Mullen then asked <br />how the operation of the present parking was working.. Mr. Farrand <br />said, from an operational standpoint, it was working well and was <br />about seventy per cent occupied. Mr. Mullen asked if it appeared <br />there were employees parking in this area. Mr. Farrand said the <br />cars were checked by the meter maids and the two-hour limit was <br />enforced. Mr. Mullen made a motion that the recommendation for <br />additional free parking in the 100 block South Michigan Street <br />be approved, with the addition of Item 7. "Parking is to be limited <br />to two hours, and the vehicles are to be monitored by the Meter <br />Maids to enforce the two-hour limitation. Mr. Brunner seconded <br />the motion and it was carried. <br />1 <br />
