CITY OF SOUTH BEND — PETE BUTTIGIEG, MAYOR <br />DEPARTMENT OF PUBLIC WORKS <br />ERIC HORVATH, DIRECTOR <br />October 5, 2016 <br />Mr. Tim Scott <br />President, South Bend Common Council <br />4th Floor, County -City Building <br />South Bend, IN 46601 <br />Re: AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA AMENDING VARIOUS SECTIONS OF THE SOUTH BEND <br />MUNICIPAL CODE AT CHAPTER 17, ARTICLES 4 AND 6 TO ADDRESS <br />NEW WATER RATES AND CHARGES <br />Dear President Scott: <br />The City of South Bend owns and operates a water utility and has prepared a study which <br />recommends new water rates and charges. Per the recommendations of this study, the City has <br />determined that water rates and charges, including various non - recurring charges, should be <br />increased per the revised rates set forth herein, and those should become the new water rates and <br />charges, subject to approval of the Indiana Utility Regulatory Commission ( "IURC "). The last <br />time water rates and charges were increased was in 2006. <br />This Ordinance also reinserts former Article 6 of Code Chapter 17 covering a water service charge <br />to be used for repair or replacement of leaking water service lines. These provisions which were <br />previously, inadvertently deleted, are codified at their former location within the Municipal Code, <br />i.e, Chapter 17, Article 6 , Sections 17 -44 through 17 -49. This reinserted Article 6 may also be <br />subject to IURC approval. <br />I look forward to discussing this ordinance at the Council's Committee meeting and at the public <br />hearing.
