nm
REGULAR MEETING DECEMBER 15, 1975
RECOMME14DATION TO A14ARD BID M FIRE DEPARTMENT PUMPERS APPROVED
Chief Jack R. Bland was present and submitted to the Board a chart
showing a comparison of the bids received for three Fire Department
pumpers. Chief Bland said all the bidders were within the
specifications on transmissions, with some minor differences in
other areas. He said on the basis of a careful review of the bids,
all bids could be eliminated from consideration except the bids of
Peter Pirsch and Michiana Mack. There is a difference in.the total
bid price of the two bids of $7,OOO per unit,.or $20,000. However,
Chief Bland said the Pirsch bid is for a Louisville Ford Chassis
and does present a problem with its size. Through the cooperation
of Bradley Tinkliam, of Shamrock Ford, they took the truck out and
tried to get it into Station Five and it was too big. The Chief
said to accept the Peter Pirsch bid would require modification of
the doors at certain stations and he did not know what expense would
be involved in this. He said purchasing this equipment would
severely limit the Department in the stations where the equipment
could be located. Chief Bland said, on the basis of this size
problem plus the fact that the•Department has purchased Mack equipment
previously and used it with good experience., he was.recomriending
that the Board accept the second low bid of Michiana Mack. Mr.
Farrand asked Chief Bland if the Pirsch equipment was checked at
more than one station and Chief Bland said they had -checked at
five stations. Bradley Tinkham of Shamrock Ford was present
representing Peter Pirsch and he said the rotating light on top of the
unit could be replaced with side mounted lights which would meet the•
lighting requirements and would eliminate the height problem. Gene
Evans of the Civic Planning Association asked what kind of cost would
be involved in rmodifying the station doors. Richard Hunt, Controller
of the Public Transportation Corporation, was present and he advised
the Board that the P.T.C. recently made some door modifications and
the cost was about $6,000 for each door. Mr. Barcome made a•motion
that the Board accept the recommendation of Chief Bland to accept
the bid of Michiana Mack for three Fire Department Pumpers on their
bid of $190,437.00. Mr. Farrand said he reviewed the bids in great
detail with Chief Bland and he concurs in the motion and he seconded
the motion. Gene Evans said he would pr-efer•to see the Board accept
the low bid and use any money saved .f_or •modification of the doors.
Mr. Farrand then noted that there have been other occasions where
the Board has not taken the low bid because of experience with equipment.
The question was called and the motion carried.
RECOMMENDATION TO A14ARD BID - RENTAL OF UNIFORMS
Mr. Farrand noted that he and Michael Vance; Deputy City Controller,
had reviewed the bids for the rental of uniforms. There were some
questions raised but Mr. Farrand said a meeting was held with repre-
sentatives of Monarch Industrial Laundry, Inc., the Tow bidder; and
the questions have been resolved. Monarch will provide the uniforms
in compliance with the specifications. Upon motion made, seconded
and carried, the Board accepted the low bid of Monarch Industrial
Laundry of $107,237.52 for the rental of uniforms for a three-year
period, subject to funding•in the budget by the Common Council for
1977 and 1978. It was noted that the money has already been budgeted
for 1976. The Board directed that Kathleen Cekanski, Deputy City
Attorney, prepare the contract document which is to include a sixty-
day cancellation clause.
CONTRACT APPROVED - RANDOLPH STREET RETENTION BASIN
The contract with Ritschard Brothers, Inc. for the construction of
the Randolph Street Retention Basin was submitted to the Board, along
with the Maintenance Bond for the project. Upon motion made,
seconded and carried, the Board signed the contract and approved the
Maintenance Bond.
