Jaicomo <br />Communications Committee Chairman <br />RJJ/le <br />attachment <br />Upon motion made, seconded and carried, the Board approved the <br />requests of the United Way for their campaign kick-off, subject <br />to their securing Federal Aviation Authority approval for the <br />helicopter landing. <br />REQUEST VALIDATED FREE PARKING ON MICHIGAN STREET <br />The Board received and read the following letter: <br />To: Board of Public Works <br />Mr. Rollin Farrand <br />From: Terry S. Miller <br />Re: Michigan Street Parking <br />I would urge the Board to again consider validated free -parking <br />on Michigan Street. With the decision to forego mall construction <br />this year and with the completion of the summer schedule of events, <br />I feel during the upcoming selling season South Bend can provide <br />some additional surface parking. <br />I would recommend up to three hours of parking using a validation <br />ticket to prevent use of the spaces by employees. This could <br />be serviced with CETA employee slots. <br />The Board informed Councilman Miller that there has been parking <br />in the block between Washington and Colfax for about six weeks. <br />Councilman Miller suggested that parking be validated in both <br />blocks of Michigan Street. Upon motion made, seconded and carried, <br />the Board directed Mr. Farrand to proceed with the Councilman's <br />suggestion to have parking validated in both blocks of Michigan <br />Street. <br />LETTER FROM COUNCILMAN MILLER - RE: TRAIN WHISTLES <br />The Board received and read the following letter: <br />To: Board of Public Works <br />Rollin Farrand <br />From: Terry S. Miller <br />Re: Train Whistles <br />The Indiana Public Service Commission has exempted many of the rail- <br />road.crossings in Mishawaka from the state whistle blowing law. <br />As you know, South Bend has passed an ordinance and the commission <br />has approved this exemption only for crossings on the Grank Trunk. <br />The precedent in Mishawaka would indicate that South Bend would <br />have a good chance to have additional guarded crossings on the <br />Penn -Central exempted from the state law. <br />Would the Board request that the necessary survey of crossings <br />and preparation of ordinances be begun for guarded Penn -Central <br />crossings. <br />Upon motion made, seconded and carried, the Board referred this <br />request to the Bureau of Traffic and Lighting for review and <br />recommendation. <br />
