37 <br />REGULAR MEETING <br />OCTOBER 24, 1977 <br />A regular meeting of the Board of Public Works was convened at <br />9:30 a.m. on Monday, October 24, 1977 by President Patrick McMahon <br />with Mr. McMahon, Mr. Brunner and Mr. Mullen present. Deputy <br />City Attorney Terry A. Crone was also present. <br />MINUTES OF PREVIOUS MEETINGS APPROVED <br />Mr. Mullen reported that he had reviewed the minutes of the October <br />17, 1977 meeting of the Board and he made a motion that the <br />minutes be approved as submitted. Mr. McMahon seconded the motion <br />and it carried. Mr. McMahon reported that a special meeting of <br />the Board was held on October 18, 1977 for the purpose of awarding <br />bids for tools and mechanical equipment and custodial and maintenance <br />equipment for Century Center. He noted that the minutes of that <br />special meeting had been reviewed and he made a motion that the <br />minutes be approved as submitted. Mr. Mullen seconded the motion <br />and it carried. <br />OPENING OF BIDS - ROCK SALT <br />This was the date set for receiving bids for rock salt for the <br />Street Department. The Clerk tendered proofs of publication of <br />notice in the South Bend Tribune and the Tri-County News which were <br />found to be sufficient. The following bids were opened and <br />publicly read: <br />International Salt Company <br />Clark s Summit, Pa. <br />Bid - $17.60 a ton - $176,000 <br />Diamond Crystal Salt Company <br />St. Clair, Michigan <br />Bid was signed by Donald Holman, <br />non -collusion affidavit was in <br />order and a certified check was <br />submitted. <br />Bid was signed by Chester Schlarb, <br />non -collusion affidavit was in <br />order. <br />Mr. Crone noted that the bidder is located outside the State of <br />Indiana and the Notice calls for a certified check for such bidders. <br />A bid bond was submitted with the bid. He said the Board has the <br />discretion to allow Diamond Crystal to substitute a certified check <br />for the bid bond. Mr. McMahon made a motion that the bidder be <br />contacted and advised that the bid can be considered if a certified <br />check is submitted to the Board by Friday, October 28, 1977. <br />Bid - $17.60 a ton - $176,000 <br />Upon motion made by Mr. McMahon, seconded by Mr. Brunner and carried, <br />the Board referred the bids to the Bureau of Streets for review <br />and recommendation. <br />FILING OF PLANNING STUDY FOR DISCOVERY HALL <br />Richard Welch, Director of Discovery Hall Museum, was present and <br />submitted to the Board the Planning Study prepared by Joseph A. <br />Wetzel Associates for Discovery Hall Museum under the contract with <br />the City. The Board reviewed the study which provides for completion <br />within sixteen months. Mr. Welch explained that a fund drive will <br />be conducted to fund the project. It was suggested that the <br />Planning Study be submitted to the Common Council, in caucus,, for <br />their review. The Board complimented Mr. Welch for the report <br />and the planning study. Upon motion made by Mr. McMahon, seconded <br />by Mr. Brunner and carried, the report was filed. <br />
