REGULAR MEETING <br />AUGUST 1, 1977 <br />A regular meeting of the Board of Public works was convened at <br />9:30 a.m. on Monday, August 1, 1977 by President Patrick McMahon <br />with Mr. McMahon, Mr. Brunner and Mr. Mullen present. Deputy City <br />Attorney Terry A. Crone was also present. <br />MINUTES OF PREVIOUS MEETINGS APPROVED <br />Mr. McMahon reported that he had reviewed the minutes of the July <br />25 meeting and he made a motion that they be approved as submitted. <br />Mr. Brunner seconded the motion and it carried. Mr. Brunner then <br />noted that he had reviewed the minutes of the special meeting held <br />on July 27 and made a motion that those minutes be approved as <br />submitted. Mr. McMahon seconded the motion and it carried. <br />OPENING OF BIDS - RIVERSIDE DRIVE IMPROVEMENTS <br />This was the date set for receiving bids for improvements to Riverside <br />Drive, approximately 1000 feet either side of Northview Drive. The <br />Clerk tendered proofs of publication of notice in the South Bend <br />Tribune and the Tri-County News which were found to be sufficient. <br />The following bids were opened and publicly read: <br />Rieth Riley Construction Co. <br />South Bend, Indiana <br />Bid - $73,422.51 <br />Ziolkowski Construction Co. <br />South Bend, Indiana <br />Bid - $76,052.66 <br />Arco Engineering Const. Co. <br />Mishawaka, Indiana <br />Bid - $91,145.31 <br />McIntyre & Jones Const. Co <br />South Bend, Indiana <br />Bid - $68,592.18 <br />Bid was signed by Richard D. Ruhlman, <br />non -collusion affidavit was in order <br />and a 5% bid bond was submitted. <br />Bid was signed by Ben Ziolkowski, <br />non -collusion affidavit was in order <br />and a 5% bid bond was submitted. <br />Bid was signed by William Reiff, <br />non -collusion affidavit was in order <br />and a 5% bid bond was submitted. <br />a <br />Bid was signed by Kenneth A. McIntyre, <br />non -collusion affidavit was in order <br />and a 5`/o bid bond was submitted. <br />Upon motion made by Mr. McMahon, seconded by Mr. Mullen and carried, <br />the bids were referred to the Bureau of Public Construction for <br />review and recommendation. <br />CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY SUSPENDED FOR TWO 14EEKS <br />GRADY L. THOMPSON, INDEPENDENT CAB COMPANY <br />This was the date set for a continuation of the public hearing on whether <br />the Certificate of Public Convenience and Necessity for Grady L. <br />Thompson d/b/a Independent Cab Company should be revoked. Mr. Thompson <br />was present as was his attorney, Patrick Brennan. Terry A. Crone, <br />Deputy City Attorney advised the Board that he had a copy of a binding <br />notice from the National Indemnity Company indicating that a policy <br />had been written to cover the liability insurance requirement of <br />the Municipal Code for the holder of a Certificate of Public Convenience <br />and Necessity. Mr. Crone said he had also been advised that Mr. <br />Thompson has acquired the premises at 137 N. Birdsell Street to be <br />used as an office for his cab company and to offer twenty-four hour <br />service as required by the Municipal Code. Mr. Crone them submitted <br />
